The addition will be to accommodate paint booths, now located at the <br />Dover Center location, in order to consolidate Suburban's service activities in one <br />area. The small addition would be located in the rear and will not involve any <br />additional parking or extend the developed portion of the site any fiarther to the <br />north. The addition will match the existing building in color and materials. This <br />was a thoroughly presented issues. There were a number of individuals present on <br />behalf of Suburban Collision Center who went through such detail as providing <br />information from the general contractor's standpoint. One individual presented <br />information regarding the impact of the paint booths with respect to particulate <br />and potential odor issues. A representative of the manufacturer of the paint booth <br />was present to explain how those particular paint booths suppress fire and how <br />they work in terms of ventilation. There was considerable resident input and <br />concern expressed concerning the issue of odor and particulate matters leaving the <br />site and affecting them. The are located approximately 150 feet away to the north. <br />Two residents who spoke on the issue expressed concern and requested that the <br />project be denied. Chairperson Gareau requested an additional week to address <br />the issue residents living close to two other paint booth locations in the city. It was <br />agreed to hold the issue in committee until September 19 when a meeting of one- <br />halfhour would be held far final disposition. <br />• Ordinance 2005-129, an ordinance granting a storm sewer easement located on <br />property owned by the City of North Olmsted and designated as P. P. No. 231-32- <br />005 by Cuyahoga County Maps and Records to the North Olmsted Assembly of <br />God Church, said easement shown on the attached exhibit A. If approved, this <br />would allow a permanent easement for maintenance purposes in order to allow the <br />church access to the storm sewer to install, reinstall or maintain storm sewers and <br />appurtenances on the property. This is a customary grant of easement, and the <br />committee unanimously recommended approval. <br />• Ordinance 2005-133, an ordinance amending Section 1363.07 of Chapter 1363 of <br />the Real Property Maintenance Code entitled "Duties and Responsibilities of <br />Owners and Operators" in order to permit residents to store trash containers in side <br />yard areas that are visible from the right-of--way. A recent revision to the Property <br />Maintenance Code required that trash containers stored in the side yard not be <br />visible from the right-of--way. Due to a very vigilant property maintenance <br />program this summer, it has become evident how many people store their trash in <br />the side yard without having it be screened. Some residents, who have been doing <br />this for many years, received a violation notice. This legislation will amend the <br />code to read, "trash containers shall be stored on one and two-family dwelling unit <br />premises within garages or other buildings authorized for such purpose or so <br />located or hidden by landscaping, fencing or enclosure as to not be visible from <br />the public right-of--way. Provided, however, that trash containers maybe stored in <br />the side yard areas and visible from the right-of--way so long as the containers have <br />lids and are sufficiently sealed so as to prevent animal or insect foraging and <br />infestation." After discussion, the committee recognized that this would address <br />the concerns that were being presented by the residents while at the same time <br />addressing the concern of the city that the trash cans be secured against insects and <br />rodents. The committee unanimously recommended approval. <br />11 <br />
