Council Minutes of 9/6/2005 <br />previously was right across the street. Colors are primarily gray in nature. Service and <br />loading areas for trucks are located to the rear of the building. It should be noted that <br />deliveries are rather infrequent, but during store hours. Customer loading is located on <br />the west side of the building. Screening has been proposed to minimize the visual impact <br />of the pick-up area from cars traveling from the west side to the east side. A tree survey <br />was undertaken. There is significant amount of vegetation in the area. Attempts were <br />made to incorporate existing mature trees into the landscape plan were possible. <br />Improved landscaping beds have been approved along the front of the building and <br />adjacent to the right-of--way. Also, it incorporated the use of red brick pavers in the right- <br />of-way between the sidewalk and the street. Additional landscaping is proposed to screen <br />the dock and loading area and to screen residential property abutting the rear property <br />line. However, there is a floodplain to the rear and that did not allow for the construction <br />of a mound which has been the standard practice of late. Instead there will be a <br />combination of existing trees and new evergreens 7 to 8 feet in height for screening the <br />neighborhood properties. All improved landscaping will be irrigated to make sure it <br />survives. The Planning Commission approved landbanking of 37 required parking <br />spaces. This use will have a low daily traffic volume. The spaces provided should more <br />than account for the parking needs. Landbanking parking was determined to be a good <br />alternative to expansive pavement for what would otherwise be unneeded parking. <br />Landbanked parking could easily be constructed later should a future user require it. <br />Lighting proposal consists mainly of building lighting, minimal site lighting is required. <br />The applicant received two lighting variances. For what was a first, the applicant <br />requested a variance to have less light on the lot than the code allowed. That was <br />approved. Second was for a light pole too close to residential property. The applicant <br />was going to locate it at 120 feet, the code required 180. That variance was not <br />determined to be a significant concern. A site of this size would normally require two <br />means of ingress and egress. However, the PC noted that light traffic in and out of the <br />site and the preference for more curb-side landscaping made it preferable to have only <br />one access point. The applicant has reserved an area to provide for possible future access <br />to the neighboring vacant parcel to the east if cross-access is desired. This would allow <br />for only one curb cut on Lorain Road and traffic from both facilities could use one curb <br />cut if necessary. After discussion, the committee unanimously recommended approval of <br />the Carpet & Tile Liquidators subject to the recommendations of the various boards and <br />commissions of the City of North Olmsted. Councilman Gareau moved that Council <br />approve the proposal for Carpet & Tile Liquidators subject to the recommendations of the <br />various city boards and commissions, and the motion was seconded by Councilman <br />Barker. Roll call: Gareau, yes; Barker, yes; Miller, yes; Nashar, yes; Orlowski, yes; <br />Ryan, no; Tallon, yes. The motion passed with six yes votes and one no vote. <br />• Dairy Queen, 24579 Lorain Road. Proposal consists of exterior modifications and other <br />site improvements to the existing Dairy Queen. The existing brick building will be <br />updated to meet the company's new concept now known as the DQ Grill and Chill. The <br />building will be refaced with a combination of stone, EIFS or drivet and metal pane. <br />Significant discussion was had by the various boards and commissions regarding the <br />desirability of refacing a brick building with any amount of EIFS, aStyrofoam-backed <br />surface covering. However, it was deemed that it was an attractive addition to the <br />building and made it more modern appearing. Some of the details added at the city's <br />12 <br />
