Council Minutes of 9/6/2005 <br />,~ request including adding windows and awnings to the south elevation and installing <br />;~ wainscoting on all four sides of the building and adding detailing and shadow lines on the <br />EIFS on the east, south and west facades. The applicant also removed blue neon that was <br />originally proposed on all four sides of the building. New landscaping is proposed for the <br />front of the building along with an outdoor patio. A mix of evergreens to ensure the area <br />had plantings year-round was also included. The existing plating island that forms to the <br />east side of the aisle will further break up the expanse of asphalt. Bike racks were <br />included with the site plan. A number of other improvements were also proposed and <br />incorporated in the project. To address traffic flow, the curb area will be modified by the <br />entrance and a further modification will be made to the handicap ramp with striping so <br />that the ramp is built into the revised curbing and the striping lines up with the <br />handicapped parking space rather than the stop bar. This will address safety problems of <br />vehicles going through the drive-through. No additional site lighting is proposed. <br />Building lighting has been proposed and meets code requirements. It should be noted that <br />parking originally provided did not meet the code. Landbanked parking has been <br />proposed to meet that requirement, which was acceptable to the PC as a solution until <br />such time as the neighboring vacant parcel redevelops. The use of that parcel may require <br />reconfiguration of the parking lot to provide adequate parking and ensure ease of access <br />and circulation. The committee unanimously recommended approval subject to the <br />recommendations of the boards and commissions and further subject to the requirement <br />that the metal band striping as shown on the east elevation of the structure would be <br />extended an additional 8 feet as noted on renderings and as discussed by Council. <br />Councilman Gareau made a motion that Council approve the proposal for Dairy Queen, <br />24579 Lorain Road, subject to the recommendations of the boards and commissions and <br />further subject to the requirement that the metal band striping as shown on the east <br />elevation of the structure would be extended an additional 8 feet as noted on renderings <br />and as discussed by Council. The motion was seconded by Councilman Barker. Roll <br />call: Gareau, yes; Barker, yes; Tallon, yes; Ryan, no, because he has a deep concern as to <br />what is going to happen with Danny Boy's next to this building. If we start piecemealing <br />construction it's going to be difficult. Roll call continued: Miller, no; Orlowski, yes; <br />Nashar, yes. The motion passed with five yes votes and two no votes. <br />• Ordinance No. 2005-95, an ordinance amending various sections of Chapter 1138 which <br />is the Senior Residence District of the North Qlmsted Zoning Code in order to clarify and <br />update development regulations for the Senior Residence District. The legislation <br />accomplishes a couple of things. First, it would amend the Senior Residence District <br />code by correcting inconsistencies or things that have become outdated since it was <br />originally put in place. The most controversial issue is that it would also allow <br />physicians to locate offices within Senior Residence Districts, with the caveat that their <br />practice would be primarily limited to treating those senior citizens-not necessarily the <br />senior citizens that were living there-but senior citizens in general. That would allow <br />for treating off-site patients in a residential district. That became the focus of the <br />discussion that went on for a good portion of the evening. There was no consensus <br />reached on that. This covers two parcels of property-the Emerald development which <br />will be built on the west end of town and Wellington Place which is located on <br />Brookpark Road by Clague Road. The committee, after discussion, retained the matter in <br />committee pending a future meeting. <br />13 <br />
