. <br />V <br />f <br />Council Minutes of 9/6/2005 <br />Resolution No. 2005-135 was introduced and placed on first reading by Mayor O'Grady. A <br />` resolution authorizing the Director of Personnel & Administrative Services to solicit proposals <br />for the personal services of a third party administrator (TPA) to process health insurance claims <br />and including the purchase of excess insurance coverage for the city health care & <br />hospitalization plans for 2006, and further authorizing the Mayor, subject to approval of the <br />Board of Control, to enter into a contract for said services and insurance, and declaring an <br />emergency. Councilman Talton moved for suspension of the rules requiring three readings and <br />formal committee review, and the motion was seconded by Councilman Miller. Roll call: <br />Talton, yes; Miller, yes; Ryan, yes; Nashar, yes; Gareau, no; Barker, yes; Orlowski, yes. The <br />motion passed with six yes votes and one no vote. Councilman Talton moved for adoprion. The <br />motion was seconded by Councilman Miller and passed unanimously. Resolution No. 2005-135 <br />adopted. <br />Resolution No. 2005-136 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution authorizing the Director of Public Safety to purchase sixteen (16) Digital Eyewitness <br />NXT in-car video systems and related equipment for the Police Department through the state <br />purchase program; and further authorizing the Mayor to execute a contract and/or other <br />documents, as necessary, with Kustom Signals, Inc., for the purchase of said video system <br />equipment. <br />Ordinance No. 2005-137 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance enacted by the City of North Olmsted, Cuyahoga County, Ohio, hereinafter referred to <br />as the Local Public Agency (LPA), in the matter of the state described project (Resurface Lorain <br />Road (SR-10) from Brookpark Road to the east corporation line, a distance of 2.47 miles more or <br />less in the City of North Olmsted), and declaring an emergency. Councilman Gareau moved for <br />suspension of the rules requiring three readings and formal committee review, and the motion <br />was seconded by Councilman Ryan. Roll call: Gareau, yes; Ryan, yes; Nashar, yes; Talton, yes; <br />Barker, yes; Orlowski, no; Miller, yes. The motion passed with six yes votes and one no vote. <br />Councilman Gareau moved for adoption, and the motion was seconded by Councilman Miller. <br />Roll call: Gareau, yes; Miller, yes with comment that it's vitally important to our city that we get <br />this project moving. We have one half of Lorain done and it's time to get the second half. He <br />hopes to have all Council's support. Roll call continued: Orlowski, no, with continent that he <br />would like to have Mr. Driscoll and the Engineering Dept. take a look at Bentley Drive where it <br />intersects Lorain Road, take a look at the utilities and sewers there. He would like them to look <br />at David Drive as there is curled pavement there. He would like the same smooth intersection <br />between Coe and Lorain Road at Bentley Drive and David Drive. He would like to make sure <br />the base is correct and the sewers are put in the position which makes it easier for people to enter <br />Lorain Road from Bentley Drive. Roll call continued: Barker, yes; Nashar, yes; Ryan, yes; <br />Talton, yes. The motion passed with six yes votes and one no vote. Ordinance No. 2005-137 <br />adopted. <br />Resolution No. 2005-138 was introduced and placed on first reading by Councilman Orlowski on <br />behalf of the Mayor and entire City Council. A resolution authorizing the Director of Law to <br />retain outside counsel to assist the city income tax administrator in the matter of a certain <br />taxpayer's appeals to the North Olmsted Board of Review, and declaring an emergency. <br />Councilman Orlowski moved for suspension of the rules requiring three readings and committee <br />27 <br />
