Council Minutes of 9/6/2005 Resolution No. 2005-128 was introduced and placed on first reading by Mayor O'Grady. A resolution authorizing the Mayor to submit an application for State of Ohio Issue 2 Infrastructure Bond Program funding for Gessner Road water main replacement and storm sewer construction from Columbia Road to Walter Road and declaring an emergency. Ordinance No. 2005-129 was introduced and placed on first reading by Mayor O'Grady. An ordinance granting a storm sewer easement located on property owned by the City of North Olmsted, and designated as Permanent Parcel Number 231-32-005 by Cuyahoga County Maps and Records, to the North Olmsted Assembly of God Church, said easement shown on Exhibit «A „ Ordinance No. 2005-130 was introduced and placed on first reading by Mayor O'Grady. An ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2005 Ordinance No. 2005-131 was introduced and placed on first reading by Councilman Gareau. An ordinance changing the official name of the Department of Human Resources, as established and created by Article V, Section 6 of the Charter of the City of North Olmsted, to the Department of Community Life Services. Ordinance No. 2005-132 was introduced and placed on first reading by Councilman Gareau on behalf of himself and Mayor O'Grady. An ordinance changing the official name of the Department of Personnel and Administrative Services, as created and established in Chapter 163 of the Codified Ordinances of the City of North Olmsted, to the Department of Human Resources. Ordinance No. 2005-133 was introduced and placed on first reading by Councilman Nashar on behalf of himself and Councilman Gareau. An ordinance amending Section 1363.07 of Chapter 1363 of the Real Property Maintenance Code, entitled "Duties and Responsibilities of Owners and Operators," in order to permit residents to store trash containers in side yard areas that are visible from the right of way. Ordinance No. 2005-134 was introduced and placed on first reading by Mayor O'Grady. An ordinance authorizing the Mayor to renew the contract between the city and Karrie Skall Tipton for the provision of professional gymnastics instruction services at the North Olmsted Recreation Center for an additional two (2) years and declaring an emergency. Councilman Miller moved for suspension of the rules requiring three readings and committee review and noted it had been discussed during caucus. The motion was seconded by Councilman Nashar. Roll call: Miller, yes; Nashar, yes; Gareau, yes; Barker, yes; Orlowski, no; Ryan, yes, with comment that he understands this was budgeted for. Roll call continued: Tallon, yes. The motion passed with six yes votes and one no vote. Councilman Miller moved for adoption, and the motion was seconded by Councilman Nashar. Roll call: Miller, yes; Nashar, yes; Orlowski, no; Barker, yes; Gareau, yes; Ryan, yes; Tallon, yes. The motion passed with six yes votes and one no vote. Ordinance No. 2005-134 adopted. 26
