Ordinance No. 2005-118 adopted. <br />Ordinance No. 2005-119 introduced by Councilman Gareau on behalf of himself and <br />Councilmen Ryan and Barker was given its second reading. An ordinance providing for the <br />submission to the electors of the City of North Olmsted of an amendment to Article VIII, Section <br />6 of the Charter of the City of North Olmsted to provide two additional exceptions to the <br />requirement for competitive bidding in the expenditure of city funds, to-wit: (A) emergency <br />situations, and (B) purchases of goods and services through state offered programs, and declaring <br />an emergency. Councilman Ryan moved for suspension of the rule requiring three readings, and <br />the motion was seconded by Councilman Miller. Roll call: Ryan, yes; Miller, yes; Nashar, yes; <br />Tallon, yes; Orlowski, no; Gareau, yes; Barker yes. The motion passed with six yes votes and <br />one no vote. An <br />ordinance providing for the submission to the electors of the City of North Olmsted of <br />amendments to Article III, Section 3, and Article V, Sections 2 and 3, of the Charter of the City <br />of North Olmsted to provide the express grounds and due process procedure for City Council to <br />remove a Mayor, Director of Law, or Director of Finance from office, and declaring an <br />emergency. Councilman Ryan moved for suspension of the rule requiring three readings. The <br />motion was seconded by Councilman Gareau and passed unanimously. Councilman Ryan <br />moved for adoption. An ordinance providing for the submission to the <br />electors of the City of North Olmsted of amendments to Article III, Section 5 and Article V, <br />Section 1, of the Charter of the City of North Olmsted to clarify the existence and extent of the <br />separate authority of the Mayor and Directors to appoint and remove city officials and <br />employees, and declaring an emergency. Councilman Ryan moved for suspension of the rule <br />requiring three readings. The motion was seconded by Councilman Miller and passed <br />unanimously. Councilman Ryan moved for adoption, and the motion was seconded by <br />Councilman Miller. Roll call: Ryan, yes with comment that he wanted to thank all the members <br />of the committee. They did a great job. Roll call: Miller, yes; Tallon, yes; Orlowski, yes; <br />Barker, yes; Gareau, yes; Nashar, yes. The motion passed unanimously. Ordinance No. 2005- <br />121 adopted. <br />Resolution No. 2005-127 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution authorizing the Mayor to submit an application for State of Ohio Issue 2 Infrastructure <br />Bond Program funding for Great Northern Boulevard reconstruction from NOMBL Lane to <br />County Club Boulevard and declaring an emergency. <br /> <br />25 <br />
