An ordinance providing for the submission to the electors of the <br />City of North Olmsted of an amendment to Article VII, Section 5 of the Charter of the City of <br />North Olmsted providing for the Director of Law to be anon-voting member of the Board of <br />Control, and declaring an emergency. Councilman Ryan moved for adoption. The motion was <br />seconded by Councilman Barker and passed unanimously. Ordinance No. 2005-112 adopted. <br />Ordinance No. 2005-113 was introduced by Councilman Barker on behalf of himself and <br />Councilmen Ryan and Miller. An ordinance providing for the submission to the electors of the <br />City of North Olmsted of an amendment to Article VI, Section 4 of the Charter of the City of <br />North Olmsted authorizing the Civil Service Commission to adopt local rules and regulations <br />relating to the classified service of the city that vary from state Civil Service law, and declaring <br />an emergency. Councilman Miller moved for adoption. The motion was seconded by <br />Councilman Tallon and passed unanimously. Ordinance No. 2005-113 adopted. <br />Ordinance No. 2005-114 was introduced by Councilman Miller on behalf of the entire City <br />Council. An ordinance providing for the submission to the electors of the City of North Olmsted <br />of an amendment to Article II of the Charter of the City of North Olmsted providing that duties <br />and procedural requirements generally imposed by state law upon municipal corporations, to the <br />extent that home rule authority permits, shall not be binding upon or applicable to the City of <br />North Olmsted, unless expressly provided for in the City Charter or by city ordinance, and <br />declaring an emergency. Councilman Ryan moved for adoption. The motion was seconded by <br />Councilman Nashar and passed unanimously. Ordinance No. 2005-114 adopted. <br />Ordinance No. 2005-115 was introduced by Councilman Barker on behalf of himself and <br />Councilmen Ryan and Miller. An ordinance providing for the submission to the electors of the <br />City of North Olmsted of amendments to Article III, Section 4(d), Article IV, Sections 3 and 5, <br />and Article V, Sections 2 and 3, of the Charter of the City of North Olmsted to allow for the <br />filling of vacancies by election to the unexpired terms in the various elected city offices when the <br />vacancy occurs no less than 30 days prior to the candidate filing deadline for next regular <br />municipal election and the unexpired term has at least two years remaining, and declaring an <br />emergency. Councilman Ryan moved for adoption. The motion was seconded by Councilman <br />Barker and passed unanimously. Ordinance No. 2005-115 adopted. <br />Ordinance No. 2005-118 was introduced by Councilman Barker was given its second reading. <br />An ordinance providing for the submission to the electors of the City of North Olmsted of an <br />amendment to Article VII, Section 2 of the Charter of the City of North Olmsted to change the <br />name and composition of the city Planning Commission; to further change and expand the <br />authority of the Planning Commission; and to further change the Master Plan review and <br />approval process; and declaring an emergency, as amended. Councilman Barker moved for <br />suspension of the rule requiring three readings, and the motion was seconded by Councilman <br />Gareau.
