After <br />discussion, a motion was made and seconded to recommend passage of this ordinance by <br />Council and to be placed on second reading. Further, recommendation was made to <br />suspend the rule requiring three readings as the legislation had been previously reviewed <br />by committee. <br />• Resolution No. 2005-117, a resolution authorizing the Boazd of Control to approve and <br />the Mayor to execute an amendment to the city's contract with Middough Consulting, <br />Inc., providing for additional architectural services to be rendered in connection with the <br />administration's proposed expansion of the City Hall front entrance project, and declaring <br />an emergency. After a lengthy discussion, because more information and clarification <br />was needed, the motion was made and passed to continue until the next committee <br />meeting. In addition, the Service Director invited all of Council to tour the buildings in <br />question, one half-hour prior to the next committee meeting. <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The <br />committee met on August 9. In attendance were committee members Miller, Bazker and Ryan. <br />The following legislation was considered: <br />• Ordinance 2005-110, an ordinance providing for the submission to the electors of the city <br />of North Olmsted of an amendment to Article VII, Section 3 of the Charter of the City of <br />North Olmsted to remove the requirement that Council's representative to the Parks & <br />Recreation Commission be a Council Member at Large. The committee unanimously <br />recommended the legislation to Council for passage. <br />• Ordinance 2005-111, an ordinance providing for the submission to the electors of the <br />City of North Olmsted of an amendment to Article X, Section 4 of the Charter of the City <br />of North Olmsted so as to provide for recall elections in North Olmsted to proceed in <br />accordance with state law recall procedure, and declaring an emergency. The committee <br />unanimously recommended the legislation to Council for passage. <br />• Ordinance 2005-112, an ordinance providing for the submission to the electors of the <br />City of North Olmsted of an amendment to Article VII, Section 5 of the Charter of the <br />City of North Olmsted providing for the Director of Law to be anon-voting member of <br />the Board of Control, and declaring an emergency. The committee unanimously <br />recommended the legislation to Council for passage. <br />• Ordinance 2005-113, an ordinance providing for the submission to the electors of the <br />City of North Olmsted of an amendment to Article VI, Section 4 of the Charter of the <br />City of North Olmsted authorizing the Civil Service Commission to adopt local rules and <br />regulations relating to the classified service of the city that vary from state Civil Service <br />law, and declaring an emergency. The committee unanimously recommended the <br />legislation to Council for passage. <br />• Ordinance 2005-114, an ordinance providing for the submission to the electors of the <br />City of North Olmsted of an amendment to Article II of the Charter of the City of North <br />Olmsted providing that duties and procedural requirements generally imposed by state <br />law upon municipal corporations, to the extent that home rule authority permits, shall not <br />be binding upon or applicable to the City of North Olmsted, unless expressly provided for <br />in the City Charter or by city ordinance, and declaring an emergency.
