The committee forwarded to Council 11 of <br />the 13 items that were submitted, and the committee is still considering the remaining two.) <br />Larry Orlowski, 4804 Bailey Road, said he does have a number of endorsements, which include <br />members of Council, Mayor O'Grady, numerous construction unions and the Cleveland Building <br />& Construction Trades organization. <br />Joseph Bournan, 23950 Gessner Road, asked how people could get information on the Charter <br />amendments. Councilman Ryan answered that his committee has had at least four meetings <br />where the legislation was presented in the public forum. It was also explained to Mr. Bowman <br />that all new legislation is posted. In addition, anyone who wants a copy of legislation can call <br />the Council office. The Charter legislation, after passage by Council for placement on the ballot, <br />will be advertised in the newspaper in full text. <br />Chris Glassburn, 26580 Butternut Ridge Road, said he felt there was a small amount of validity <br />to the comments that an endorsement or an appointment could have some implication for the <br />election, otherwise people wouldn't list endorsements of mayors and councilmen when they run <br />for office. He does not mean to suggest any impropriety by any individual here, nor would he <br />have any personal knowledge of that impropriety if it did exist. <br />David Dillon, 31143 Lilly Lane, paid tribute to Mr. McKay. He noted that Mr. McKay was one <br />of the staunch supporters of the Scouts. He said that Mr. McKay was a fine gentleman. <br />LEGISLATION <br />Ordinance No. 2005-27 introduced by Council Members Miller, McKay, Nashar and Kasler was <br />given its second reading. An ordinance providing for the submission to the electors of the City <br />of North Olmsted of an amendment to Sections 1, 2 and 3 of Article IV, and Sections 2 and 4 of <br />Article IX, of the Charter of the City of North Olmsted to provide for the President of Council to <br />be a member of Council appointed by a majority of the members of Council, rather than a <br />separately elected office, and declaring an emergency, as amended. <br />Resolution No. 2005-102 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Safety to advertise for bids for the replacement of <br />the HVAC system for the indoor tennis facility at the Recreation Complex, and authorizing the <br />Mayor, subject to approval by the Board of Control, if necessary, to enter into a contract for <br />same with the lowest and best bidder. Councilman Gareau moved for suspension of the rule <br />requiring three readings and noted the legislation had been heard in committee. The motion was <br />seconded by Councilman Nashar. Roll call: Gareau, yes; Nashar, yes; Ryan, no; Miller, yes; <br />McKay, yes; Barker, yes. The motion passed with five yes votes and one no vote. Councilman <br />Barker moved for adoption. The motion was seconded by Councilman Miller. Roll call: <br />Barker, yes; Miller, yes; McKay, yes; Nashar, yes; Ryan, yes, with comment that he believed this <br />was budgeted in January as a capital improvement to be paid for out of the General Fund. Not <br />having had the opportunity to participate in that budget process, he feels compelled to vote yes, <br />but he is deeply concerned about using the General Fund in an on-going manner of this type. <br />17 <br />
