Council Minutes of 8/16/2005 <br />filing deadline for next regular municipal election and the unexpired term has at least two years <br />remaining, and declaring an emergency. <br />Ordinance No. 2005-118 was introduced and placed on first reading by Councilman Barker. An <br />ordinance providing for the submission to the electors of the City of North Olmsted of an <br />amendment to Article VII, Section 2 of the Charter of the City of North Olmsted to change the <br />name and composition of the city Planning Commission; to further change and expand the <br />authority of the Planning Commission; to further change the Master Plan review and approval <br />process; and to eliminate the requirement that, under certain conditions, voters approve zoning or <br />rezoning proposals for multidwelling use; and declaring an emergency. <br />Ordinance No. 2005-119 was introduced and placed on first reading by Councilman Gareau on <br />behalf of himself and Councilmen Ryan and Barker. An ordinance providing for the submission <br />to the electors of the City of North Olmsted of an amendment to Article VIII, Section 6 of the <br />Charter of the City of North Olmsted to provide two additional exceptions to the requirement for <br />competitive bidding in the expenditure of city funds, to-wit: (A) emergency situations, and (B) <br />purchases of goods and services through state offered programs, and declaring an emergency. <br />Ordinance No. 2005-120 was introduced and placed on first reading by Councilman Ryan. An <br />ordinance providing for the submission to the electors of the City of North Olmsted of <br />amendments to Article III, Section 3, and Article V, Sections 2 and 3, of the Charter of the City <br />of North Olmsted to provide the express grounds and due process procedure for City Council to <br />remove a Mayor, Director of Law, or Director of Finance from office, and declaring an <br />emergency. <br />Ordinance No. 2005-121 was introduced and placed on first reading by Councilman Miller on <br />behalf of himself and Councilmen Ryan and Barker. An ordinance providing for the submission <br />to the electors of the City of North Olmsted of amendments to Article III, Section 5 and Article <br />V, Section 1, of the Charter of the City of North Olmsted to clarify the existence and extent of <br />the separate authority of the Mayor and Directors to appoint and remove city officials and <br />employees, and declaring an emergency. <br />Resolution No. 2005-123 was introduced and placed on first reading by Councilman Miller on <br />behalf of Mayor O'Grady. A resolution authorizing the Mayor to enter into an agreement with <br />the Cuyahoga County Board of Commissioners for participation in the FY 2001 State Domestic <br />Preparedness Equipment Program and to accept grant funds andlor equipment on behalf of the <br />city, and declaring an emergency. Councilman Miller moved for suspension of the rules <br />requiring three readings and committee review and noted the legislation had been explained to <br />Council by the Safety Director during caucus this evening. The motion was seconded by <br />Councilman Nashar and passed unanimously. Councilman Miller moved for adoption. The <br />motion was seconded by Councilman Nashar and passed unanimously.
