Council Minutes of 8/2/2005 <br />Ordinance No. 2005-111 was introduced and placed on first reading by Councilman <br />Miller on behalf of himself and Council Members Ryan and Barker. An ordinance <br />providing for the submission to the electors of the City of North Olmsted of an <br />amendment to Article X, Section 4 of the Charter of the City of North Olmsted so as to <br />provide for recall elections in North Olmsted to proceed in accordance with state law <br />recall procedure, and declaring an emergency. <br />Ordinance No. 2005-112 was introduced and placed on first reading by Councilman <br />Barker on behalf of himself and Council Members Ryan and Miller. An ordinance <br />providing for the submission to the electors of the City of North Olmsted of an <br />amendment to Article VII, Section 5 of the Charter of the City of North Olmsted <br />providing for the Director of Law to be anon-voting member of the Board of Control, <br />and declaring an emergency. <br />Ordinance No. 2005-113 was introduced and placed on first reading by Councilman <br />Barker on behalf of himself and Council Members Ryan and Miller. An ordinance <br />providing for the submission to the electors of the City of North Olmsted of an <br />amendment to Article VI, Section 4 of the Charter of the City of North Olmsted <br />authorizing the Civil Service Commission to adopt local rules and regulations relating to <br />the classified service of the city that vary from state Civil Service law, and declaring an <br />emergency. <br />Ordinance No. 2005-114 was introduced and placed on first reading by Councilman <br />Miller on behalf of himself and the entire City Council. An ordinance providing for the <br />submission to the electors of the City of North Olmsted of an amendment to Article II of <br />the Charter of the City of North Olmsted providing that duties and procedural <br />requirements generally imposed by state law upon municipal corporations, to the extent <br />that home rule authority permits, shall not be binding upon or applicable to the City of <br />North Olmsted, unless expressly provided for in the City Charter or by city ordinance, <br />and declaring an emergency. <br />Ordinance No. 2005-115 was introduced and placed on first reading by Councilman <br />Barker on behalf of himself and Council Members Ryan and Miller. An ordinance <br />providing for the submission to the electors of the City of North Olmsted of amendments <br />to Article III, Section 4(d), Article IV, Sections 3 and 5, and Article V, Sections 2 and 3, <br />of the Charter of the City of North Olmsted to allow for the filling of vacancies by <br />election to the unexpired terms in the various elected city offices when the vacancy <br />occurs no less than 30 days prior to the candidate filing deadline for next regular <br />municipal election and the unexpired term has at least two years remaining, and declaring <br />an emergency. <br />Resolution No. 2005-117 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Board of Control to approve and the Mayor to execute an <br />amendment to the city's contract with Middough Consulting, Inc., providing for <br />additional architectural services to be rendered in connection with the administration's <br />proposed expansion of the City Hall front entrance project, and declaring an emergency. <br />13 <br />
