Council Minutes of 8/2/2005 <br />LLC, as outside labor counsel to assist the city in labor related matters, and further <br />ratifying and approving all payments made to date to said law firm. <br />Resolution No. 2005-107 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution adopting the alternative tax budget of the City of North Olmsted for the <br />fiscal year beginning January 1, 2006, and submitting the same to the County Auditor, <br />and declaring an emergency. <br />Resolution No. 2005-108 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Personnel and Administrative Services to <br />advertise for bids for Comprehensive Municipal Liability, Police Professional Liability, <br />Property & Scheduled Equipment, Broad Form Crime, Automotive Liability & Physical <br />Damage, Public Officials Errors & Omissions, Boiler & Machinery, Inland Marine, EDP, <br />Umbrella, and Liquor Liability insurance, as a package, and authorizing the Mayor to <br />enter into a contract for said insurance package with the lowest and best bidder, and <br />subject to approval by the Board of Control. <br />Ordinance No. 2005-109 was introduced and placed on first reading by Councilman <br />Barker on behalf himself and Mayor O'Grady. An ordinance dispensing with the RFP <br />process otherwise required by Sections 111.03 et seq. of the Administrative Code and <br />authorizing the Mayor, subject to the approval of the Board of Control, if necessary, to <br />enter into a personal service contract with Leinweber Engineering, Ltd. as structural <br />consultants to analyze the conditions of the Recreation Center pool roof; and declaring an <br />emergency. Councilman Barker moved for suspension of the rules requiring three <br />readings and formal committee review, but he noted that the legislation had been <br />discussed during committee this evening. The motion was seconded by Councilman <br />Nashar. Roll call: Barker, yes; Nashar, yes; McKay, yes; Miller, yes; Ryan, no; Gareau, <br />yes; Tallon, yes. The motion passed with six yes votes and one no vote. Dennis <br />Lambert, 25057 Carey Lane, said he was not so certain that Council has gotten as much <br />information as they could on the repair of this and may end up throwing good money <br />after bad. He knows it needs to be done for safety reasons, but to what degree? He <br />would have liked to have seen this go to a couple more readings and perhaps have more <br />input. Councilman Barker moved for adoption. The motion was seconded by <br />Councilman Nashar and passed unanimously. Ordinance No. 2005-109 adopted. <br />Ordinance No. 2005-110 was introduced and placed on first reading by Councilman <br />Barker on behalf of himself and Council Members Ryan, Miller and Gareau. An <br />ordinance providing for the submission to the electors of the City of North Olmsted of an <br />amendment to Article VII, Section 3 of the Charter of the City of North Olmsted to <br />remove the requirement that Council's representative to the Parks and Recreation <br />Commission be a Council Member at Large, and declaring an emergency. <br /> <br />12 <br />
