Council Minutes of 8/2/2005 <br />with County Engineer Klaiber, we will apply for Issue II funding that is expected to <br />amount to about half of the total, or about $300,000. ODOT has volunteered to contract <br />for a consultant and to pay for the engineering, which is a significant contribution. This <br />brings the cost to North Olmsted of approximately $200,000. With the Issue II funding <br />cycle, it is reasonable that we could be going out to bid in July 2006. <br />2) TEL/TABOR. TABOR is a taxpayer's bill of rights. This continues to be of <br />paramount importance. There is a state constitutional amendment being proposed and <br />supported by Secretary of State Ken Blackwell that would establish a permanent, strict <br />fiscal policy which will, unfortunately, result in drastic cuts to all health, education, <br />public safety and social services on both the state and local level. Colorado is the only <br />state in the nation to have passed a TABOR amendment; and now, 10 years later, it has <br />created such a crisis in that state that the Colorado governor wants to pass a 5-year <br />TABOR suspension this November. The use of TABOR in Colorado has resulted in the <br />state that was once near the top of national rankings to be at the bottom or near the <br />bottom among all states in the areas of personal income growth and state support for K- <br />12 education. The public university system is on the verge of collapse to the point that it <br />is possible that there could be no public universities in the state of Colorado soon. Their <br />pension and retirement systems have been raided to pay for basic services that were no <br />longer permissible under TABOR. Their infrastructure is crumbling, and TABOR- <br />related law suits have cost taxpayers millions of dollars in Colorado. For his part, he will <br />be working closely with other mayors, the Mayors & Managers Association and other <br />elected officials on the state level to ensure greater awareness of the potential negative <br />effects of TABOR. <br />3) Human Resources Department <br />• Through the month of July, the Department of Human Resources (soon to be <br />renamed Community Life Services) through the Community Cupboard has <br />provided assistance on 134 occasions serving 70 different needy families in the <br />City Of North Olmsted. The annual employee picnic was held on July 27 and <br />many of those attending brought food donations for the Community Cupboard or <br />made financial donations. <br />• A Health Fair was held at the Senior Center where 38 health care vendors <br />participated. Seniors had the opportunity to get their blood pressure checked, and <br />to speak with health professionals. Numerous senior and assisted living providers <br />were in attendance to provide information to our citizens. Through the rental of <br />table space, and through quilt raffle tickets, over $1,000 profit was made for the <br />center. The feedback received from the more than 100 who attended was that <br />they were very happy with the experience. <br />4) Personnel Department <br />• The 49 computers and related equipment for which Council authorized funding <br />have been delivered. Nine have been installed at the Rec Center, two at <br />Springvale and seven at the Waste Water Treatment Plant. The Windows 2003 <br />servers are used on those systems. <br />5) Planning Department <br />• The Master Plan will be printed and delivered to City Hall on Wednesday, August <br />3.
