Council Minutes of 8/2/2005 <br />Finance Director Copfer: l) Year to date June 2005 Fund Summary and Comparatives to <br />June of last year were distributed to Council today. Despite being on two accounting <br />systems currently, transferring the non-payroll data expenditures manually and adjusting <br />to a new system with different account sequences, the cash has reconciled through June <br />of 2005. This is definitely a true testament to the Assistant Finance Director's <br />perseverance and patience. <br />2) The administration and Finance are in the process of evaluating budget transfer needs. <br />She is reviewing revenues and expenditures through June to identify any potentially <br />significant shortfalls or excesses. She will be summarizing her review in the next two <br />weeks for Council and the administration. <br />3) The 2006 tax budget (attachment for Resolution 2005-107) was distributed today. The <br />tax budget demonstrates for the County Budget Commission sufficient need to levy the <br />tax mills and for the debt service requirements of the city. <br />4) The Cleveland Division of Water has approved language that will appear on the <br />August bills notifying customers of the opportunity to qualify for the partial sewer refund <br />for usage less than 1 MCF per quarter. The application is available in the Finance Dept. <br />and also on our website. For further information on qualifications please refer residents <br />to the website or the phone number that is stated on their bill. The deadline for filing <br />applications is Sept. 30, 2005. <br />5) The Comprehensive Annual Financial Report (CAFR) for 2004 was submitted to the <br />state by the June 30 deadline. Because of the large number of reports that are submitted <br />at that time, the report is still in the process of being formally issued by the state. Copies <br />will be forwarded to Council and the administration as soon as they are available. <br />Councilman Miller inquired whether payments on estate taxes had been received. <br />Finance Director Copfer answered the funds will not be received until November. She <br />can get an update on the numbers and provide that to Council when she provides the <br />revenue and expenditure information at the Finance Committee meeting. Mr. Miller <br />inquired as to whether she was prepared to project this year's carryover. Mrs. Copfer <br />answered that she did not have that figure yet, but she will also provide that during the <br />review at the Finance Committee meeting. <br />Councilman McKay reported on the Cable Advisory Board: The meeting was held on <br />Tuesday, June 28. Present were committee members Nashar, Miller and McKay; <br />Councilpersons Barker, Tallon and Council President Kennedy; Mayor O'Grady, Law <br />Director Dubelko, Police Chief Ruple, Fire Chief Klecan, Personnel Director Farver, <br />Westlake Fire Chief Pietrick and citizens. Councilman McKay accepted the <br />chairmanship to discuss the sale of Adelphia Communications Corporations to Comcast <br />and Time Warner. The committee would like to discuss the current status of Adelphia's <br />franchise agreement, their customer complaints, fee payment history, public channels for <br />the schools and the city, and if there are any senior citizen rates. If anyone has any <br />questions or comments they would like to make to that board, please send them to him as <br />soon as possible. Law Director Dubelko will schedule a meeting of the new cable <br />company in the near future. There is legislation on the agenda that will request <br />professionals to review the contract. <br /> <br />6 <br /> <br />
