Council Minutes of 8/2/2005 <br />Councilman McKay announced his resignation with the following statement: "To Mayor <br />O'Grady, Law Director Dubelko, Finance Director Copfer, all the members of Council <br />and Clerk of Council Mrs. Seman. This evening I am submitting my resignation as <br />Councilman of Ward 4 effective August 31, 2005. I thank the residents of Ward 4 and <br />the rest of the city, citizens of North Olmsted, for their trust and support they have given <br />me while I represented them on City Council. I also want to thank all city employees <br />past and present for their cooperation and help. I want to thank the past and present <br />administration, law directors, finance directors as well as the clerks of Council and the <br />many Councilmen and Councilwomen during my 23+ years of service. My thanks also <br />to my wife who supported me throughout the years. May God bless our community and <br />guide us in the right direction." Everyone in attendance stood to recognize Councilman <br />McKay. Each Council member and members of the administration took the opportunity <br />to express their thanks to Mr. McKay for his many years of service to our city. He truly <br />is the "dean of Council" and will be missed. He has been a mentor to many present and <br />past Council members, and he has always handled himself as a professional Mrs. <br />McKay was also recognized for her help and support to him over the years. Together, <br />Mr. and Mrs. McKay have been active members of the community and have contributed <br />much to this city and its residents. Councilman McKay expressed his thanks and said he <br />has enjoyed his time on Council and enjoyed working with all the different individuals. <br />He has enjoyed representing the citizens of North Olmsted. <br />Councilman Ryan, chairperson of the Infra-Governmental Relations Committee: 1) Two <br />committee meetings were held-July 5 and August 1. At the meeting of August 1, the <br />committee interviewed Laura B. Thogmartin to fill Mr. Barker's unexpired term on the <br />Landmarks Commission. The committee strongly recommends that Council approve her <br />appointment. Councilman Ryan moved that Council approve the appointment of Laura <br />B. Thogmartin to fill the unexpired term of 1/1/OS to 12/31/06 on the Landmarks <br />Commission. The motion was seconded by Councilman Barker and passed unanimously. <br />2) During this evening's caucus, Mr. Tallon indicated that he would be willing to serve as <br />Council's representative to the Board of Review. Councilman Ryan made a motion that <br />Ron Tallon be appointed to Council's position on the Board of Review. The motion was <br />seconded by Councilman Miller and was passed unanimously. <br />3) In order to go forward with the name change of the Department of Human Resources <br />to Community Life Services Department, the Law Director must provide a legal opinion <br />as to whether it is indeed anon-substantive Charter change. Councilman Ryan made a <br />motion to request the Law Department provide an opinion as to whether the name change <br />of the Human Resources Department to the Community Life Services Department is a <br />non-substantive Charter change. The motion was seconded by Councilman Barker and <br />passed unanimously. <br />4) Ordinance No. 2005-27, was discussed at the August 1 meeting. This legislation had <br />previously been discussed at the Charter Review Commission, but there were not a <br />sufficient number of votes to recommend it to Couneil. The committee voted to <br />recommend that the legislation be placed on the Council agenda. Councilman Ryan <br />moved that Ordinance No. 2005-27 be added to tonight's agenda on second reading, and <br />the motion was seconded by Councilman Nashar. Roll call: Ryan, yes; Nashar, yes; <br />Tallon, yes; Gareau, no; Barker, yes; McKay, yes; Miller, yes. The motion passed with <br />7 <br />
