A motion to recommend was <br />made at the committee, but there was no second. The proposal remains in <br />committee. <br />• Non-substantive changes. The legal opinion regarding the name change for the <br />Human Resources Department has been requested. Councilman Ryan made a <br />motion that Council request a legal opinion from the Law Director as to whether <br />the removal of references to minority parties is anon-substantive Charter <br />change. The motion was seconded by Councilman Barker and passed <br />unanimously. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) The Recreation Committee met at 7 p.m. on Tuesday, August 2. Attending were <br />committee members Barker, Gareau and Nashar; Council members, Ryan, McKay, <br />Miller, Tallon and President Kennedy; Mayor O'Grady, Law Director Dubelko, Safety <br />Director Limpert, Recreation Commissioner DiSalvo, Personnel Director Farver, Finance <br />Director Copfer, Planning Director Wenger and Human Resources Director Dailey. The <br />committee discussed Ordinance 20(}5-109, an ordinance dispensing with the RFP process <br />otherwise required by Section 111.03 of the Administrative Code and authorizing the <br />Mayor, subject to approval of the Board of Control if necessary, to enter into a personal <br />services contract with Leinweber Engineering Ltd. as structural consultants to analyze the <br />conditions of the Recreation Center pool roof, and declaring an emergency. Abeam over <br />the Rec Center indoor pool is bent, and the form is not structurally sound. The pool was <br />closed while Leinweber did a Phase UPhase II project (cost of $6,500) to inspect that <br />beam to determine if it was safe to keep the pool open. The recommendation was to <br />reopen the pool, that it was safe until winter set in bringing snow and wind. This <br />legislation will authorize Leinweber do an analysis on how to repair the bean, and then <br />the city will go out for bid to repair the beam. The pool is normally shut down at the end <br />of August to the beginning of September for annual maintenance. It is hoped this project <br />can be completed in that timefrarne, but it may take an additional couple of weeks. <br />Questions were asked on how much revenue we would lose if the pool was closed until <br />December, and the answer was that could be ten to twenty thousand dollars. After <br />multiple questions and a lot of discussion, Council agreed that there really is no choice. <br />The committee voted unanimously to recommend approval of the legislation and passage <br />under suspension of the rules. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, wished Mr. McKay a very respectful farewell. He <br />first met Mr. McKay when he was on Fairview Park's Council and Mr. McKay spoke for <br />North Olmsted at a meeting regazding airport issues. He developed a great respect for <br />Mr. McKay, and he still has a great respect for his service to North Olmsted. Regarding <br />the work on Rt. 252, he does not feel the work that is currently being done is up to par- <br />it looks like a shabby job to him.
