Mr. Lambert is entitled to his opinion, but he will rely on the <br />professionals of his administration to do their job. City Engineer Durbin came forward to <br />say what is being done is the first coat. Once they get the leveling course down, they will <br />raise all the manholes, water boxes, etc. and then come along with their finish coat. <br />There are state inspectors on the job all the time. <br />Alex Rychlik, 27900 North Park Drive, expressed thanks for the repair of his street. He <br />asked if there was any possible way to limit use of the street by trucks. Many delivery <br />trucks (LIPS, Fed Ex, etc.) going to Halleen and other businesses on Lorain Road cut <br />through North Park and this causes deterioration of the street. He would like to see <br />signage stating a weight limit or perhaps restricting use to local access. Law Director <br />Dubelko said, although he has not researched this issue, he would tend to think the city <br />would not be able to tell companies what routes they have to take when they are <br />permitted to go on any road to deliver their goods. That could be very difficult. <br />Councilman Tallon asked Safety Director Limpert to follow up on this complaint with the <br />Law Department to see if something can be done to remedy this situation. If legislation <br />is needed, then Council can consider passing such legislation. <br />LEGISLATION <br />Ordinance No. 2005-75 introduced by Mayor O'Grady was given its third reading. An <br />ordinance amending Ordinance No. 97-74 in order to differently designate revenues <br />derived from leases and subleases of city-owned properties for telecommunication <br />facilities, and declaring an emergency. Councilman Nashar moved for adoption. The <br />motion was seconded by Councilman Gareau and passed unanimously. Ordinance No. <br />2005-75 adopted. <br />Resolution No. 2005-91 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Chief of Police to file an application for a fiscal year 2005 <br />Homeland Security Grant, further authorizing the Mayor to accept the grant, if awarded, <br />and to execute all documents necessary to effectuate receipt of the grant, and declaring an <br />emergency. Councilman Miller moved for adoption. The motion was seconded by <br />Councilman Gareau and passed unanimously. Resolution No. 2005-91 adopted. <br />Resolution No. 2005-92 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Landmarks Commission to apply to the Ohio Historic <br />Preservation Office for Certified Local Government status through the Ohio CLG <br />Program. Councilman Barker moved for adoption, and the motion was seconded by <br />Councilman Nashar. Roll call: Barker, yes, commenting that this has been a long time <br />coming for the Landmarks Commission. He was on the Landmarks Commission since <br />1998 when this first was discussed. Council passed an ordinance to help bring this <br />program on, and a Charter amendment was done to help with this program. He is looking <br />forward to the Landmark Commission to carry on with the CLG process.
