Council Minutes of 6-7-2005 <br />property values there. The third area was the east end of the city where there are <br />some areas to be redeveloped possibly in the future. <br />• The May 23 meeting was held to solicit and receive resident input concerning the <br />Master Plan itself. Present were Planning Director Wenger, Law Director Dubelko <br />and Councilmen McKay and Gazeau. The only discussion for the meeting was the <br />implementation and the recommendations with respect to the west end component. <br />Although the committee was open for any discussion, that seemed to be the only one <br />that came forwazd with respect to people's concerns. The land that was discussed is <br />on the north side of Bradley Raad. The recommendation was to rezone it to some <br />residential use. It is currently a light industrial zone. The use is mixed, with some <br />parcels light industrial, some residential, and some parcels have both light industrial <br />and a residential component. Some of the parcels are split-zoned. Those who rose to <br />speak are the residents who live in that area and also own property in that area. Their <br />concerns include: the residential conflicts with industrial use; the proximity you <br />would have to neighbors if it was rezoned residential-in other words, an increase in <br />population; loss of value-some were concerned about loss of investment because <br />they had not yet developed the property although they purchased it with an <br />expectation to develop it industrially; the issue of being relegated to a non- <br />conforming use and what impact that would have on the ability to modify existing <br />structures; buffering and screening. Most of the residents in the area objected to the <br />proposal to rezone-they remember when it was residential, then it went light <br />industrial and now the recommendation is to go back to a residential use. The <br />committee was never able to identify why or exactly when it went from residential to <br />light industrial. Some residents who opposed the original change were now opposing <br />the change back because 30 years have gone by and they have grown accustomed to <br />it. Some of the parcels have been developed. The residents' concerns were heard and <br />understood, but the committee wanted to make clear to the residents that this is not <br />the process by which rezoning takes place. This was a recommendation. It was <br />pointed out that the 1992 Master Plan, which was recently adopted, also included a <br />recommendation to rezone to residential. It's something that has been around for a <br />while. But the committee wanted to move forwazd on the plan. If or when the issue <br />of rezoning comes up, it will be analyzed at that time to make sure the conditions <br />haven't changed and to address it at that point in time as opposed to voting to turn <br />down the entire Master Plan based upon that one recommendation. The committee <br />voted 2-0 to recommend approval of Resolution 2005-80. <br />AUDIENCE PARTICIPATION <br />Charles Dial, 27959 Gardenia. <br />• Congratulated Mr. Bazker and said he had worked long and hard for the position and <br />thoroughly deserved it. <br />• He had previously made remarks to Council about priorities. It is his hope once again <br />that newspaper boxes are going to be a much lower priority than dealing with the <br />influx of loan shazks into the city. This is an indication of the quality of the <br />community and quality of the life and economy here, and we will need to be <br />concerned about that and not involved in less important issues. <br />10 <br />
