Council Minutes of 6-7-20(15 <br />3) She will be presenting a transfer appropriations ordinance at the next Council meeting. <br />There are three issues: the capital improvement needs to be added to the appropriations <br />because it was passed after the original appropriations was passed; there are a few <br />technical corrections; some additional needs have arisen. <br />Councilman McKay said he had received a letter from resident Cliff Crabs who lives on <br />Butternut Ridge Road. Regarding the vandalism at Butternut Ridge Cemetery, Mr. <br />Crabs wanted to commend the Police Department for their work on that case. <br />Councilman Miller commented he had read in the 2004 residential recycling report that in <br />2003 North Olmsted had an average of 31 % recycling. However, in 2004 that number <br />dropped to 23%. Sometimes it's just a matter of reminding the community how <br />important it is to recycle and the benefits and encouraging our residents to take advantage <br />of the various recycling activities that aze going on. Councilman McKay said that an <br />incorrect rumor had been spreading throughout North Olmsted that we no longer recycle. <br />Councilman Gareau said that perhaps part of the problem is residents aze not using the <br />correct recycling materials so the items do not get picked up. <br />Councilman Nashaz, chairperson of the Streets & Transportation Committee commented <br />that he had been looking into the possible modifications of the no right turn on red signs <br />at I-480 and Claque and at Mill and Dover Center roads. Regarding I-480 and Claque <br />Road, he suggested the time be changed from 7 a.m. to 9 a.m. and then from 4 p.m. to 6 <br />p.m. The Police Dept. noted that the Claque Road residents would be affected by this <br />change. The Engineering Dept. recommended that no change be made until after the <br />construction was completed on .Claque Road in 2006. Regarding the Mill and Dover <br />Center area, Police Sgt. Wolf recommended no change. Councilman Bazker said he <br />thought that the no right turn on red at I-480 and Claque was only in effect during <br />weekdays. Mr. Nashar said he would check it out, and he suggested Council may want to <br />readdress this issue after the 200b construction on Claque Road. <br />Councilman Gareau, member of the Finance Committee: 1) The Finance Committee met <br />on Monday, May 23, 2005. In attendance were Mayor O'Grady, Law Director Dubelko, <br />Personnel Director Farver; Council members Limpert, Nashar, Dailey, McKay, Gareau, <br />Miller, Tallon and President Kennedy. The committee discussed Ordinance 2005-86, an <br />ordinance authorizing the Director of Public Safety to request proposals to provide <br />planning and design services for the development of a recreation plan for the city and <br />further authorizing the Mayor to enter into an agreement with the planning and design <br />professional selected in the RFP process and approved by the Board of Control. This was <br />brought forward by City Planner Kim Wenger in working with the various <br />representatives from the Recreation Dept. to undertake an inventory of the current <br />facilities, which would include current uses and conditions. This process would be <br />widespread and not limited to one particulaz building, but it would take a look at <br />recreation land and how it is being used. It would also go into conceptual designs for <br />possible new, improved recreational services within the city. This has never been done <br />before.
