Council Minutes of 5/17/Z005
the City Engineer to stop the work that was being done. He did not do so. The zoning on
this property has been changed several times at the request of the owner. At one point,
the residents of the city voted by approximately 75% not to have commercial zoning on
this property. However, the matter went to court and a judge said the zoning was
unconstitutional. It's too bad that people have not listened to the residents.
Larry Orlowski, 4804 Bailey Road, asked Councilman Gazeau for clarification about the
buffering going along the residential and commercial. Was there additional buffering
agreed to by Mr. Schiely last night? Mr. Gazeau said Mr. Schiely had mentioned
additional buffering as a possibility. It was the opinion of Mr. Zergott (from the ARB)
that the current proposal was probably excessive in terms of what was being planted back
there and additional plantings would not be appropriate. Mr. Schiely did say he would put
more in, whatever the residents wanted. However, it was the opinion of Mr. Zergott that
such additional plantings would not be appropriate. Mr. Orlowski said he wished that
would be reconsidered because the residents in that area expressed a great interest in
having some additional plantings along the fence line between the residential and the
commercial.
Richard Jesse, Director of Public Safety. Offered his congratulations to Mr. Tallon as the
new Council member-at-Lazge and wished him well. As this is the last Council meeting
he will attend, he wanted to say he has learned a lot the last two years in North Olmsted.
He enjoyed working with the City Hall employees and all the residents. He thanked
everyone for the opportunity to serve as the Director of Public Safety, and he wished
Duane Limpert all the success and goad will as his successor. He thanked Mayor
O'Grady for his offer of reappointment. The city continues to face many challenges, and
he hopes and trusts that the future leaders, with the help and support from the residents,
will meet the challenges and allow the city to grow into a very safe and attractive place
for people to reside. Thank you to all for past support and help and assistance in the
accomplishments that were made. He wished all well in the future of the city.
Councilman Nashar said he wished Mr. Jesse the very best, and he had enjoyed working
with him. He said Mr. Jesse was always responsive to requests, followed-up on issues
and responded back. He appreciated those services. Councilman Gareau said he would
mirror the comments of Mr. Nashaz. He thanked Mr. Jesse for his service to the city and
wished him success and happiness in his future endeavors. Mayor O'Grady also thanked
Mr. Jesse for his service and led all in a round of applause for him
Joe Bouman, 23950 Gessner Road, said he wanted to wish a farewell to another "city
official" who is leaving her post in the peanut gallery tonight. Pat Deis has been a
regular at Council meetings for five years. She's one of the seven or eight who have
faithfully performed her duties at City Council meetings, and she's returning to Texas
next week. He is going to miss her and thinks that North Olmsted will too.
Charles Dial, 27959 Gardenia. Congratulated Mr. Tallon on his appointment and wished
him well. Regarding issues that come before the city, there is a certain matter of
priorities. He recently noticed a "payday loan shark" operation has opened in the city.
This does not speak for a community that is going in the right direction. He hopes it is a
fluke and not a trend of things to come. We do have a lot of serious problems in this city
14
,~s~ ~,~~
