Furthermore, it was <br />stated there were no more expected sudden increases in pay based upon longevity that <br />may kick-in in the next 6 or 12 months. Since this was discussed extensively during <br />the appropriations process, the committee voted unanimously to recommend passage. <br />• Resolution 2005-76, a resolution authorizing and directing the Director of Law to <br />enter into negotiations with the First Integrated Regional Senior Transportation <br />consortium (F.LR.S.T.) for a lease of the city's real property on Butternut Ridge <br />Road, formerly the site of the Special Horizons Early Intervention Center, as a call <br />and dispatch center for transporting. elderly and disabled persons; further authorizing <br />the Mayor on behalf of the city to enter into the lease negotiated by the Director of <br />Law and declaring an emergency. Human Resources Director Don Copeland and Mr. <br />Nick Schrader were in attendance on behalf of the First Integrated Regional Senior <br />Transportation consortium and presented the proposal. This is an attempt by the city <br />to regionalize the dispatch operations for senior transportation. It was stated very <br />clearly that this is a one-of-a-kind in the country. This is not something that has <br />previously been attempted. It's hoped that by doing this we can assist our city, and at <br />the same time make more efficient operations for senior transportation. Mr. Nick <br />Schrader will be the coordinator for this particular effort. It was noted that there was <br />funding provided by the Ohio Department of Transportation coordination grant in the <br />amount of $80,000. A software contribution was received from the Greater Cleveland <br />RTA in the amount of $110,0. If the lease is successfully negotiated, this will go <br />into the property on Butternut Ridge Road which had been previously used by <br />Horizons. It had not been used in some period of time, and we did have some capital <br />costs that we had to expend for the facility. It had been broken into and vandalized <br />and had to be repaired. Also a new roof was installed. We expect that the F.I.R.S.T. <br />consortium will take over and will be a fine entity and contributor to the City of <br />North Olmsted. The committee unanimously recommended approval under <br />suspension. <br />Resolution 2005-81, a resolution authorizing the Mayor to enter into a renewed one- <br />year contract with Lexis-Nexs, a division of Reed Elsevier Inc., for the purpose of <br />providing Internet-based legal research services to the City Law Department. This is <br />a renewal contract for our Law Department to do legal research, and it is an integral <br />component of the office of the Law Department. This was also discussed during the <br />appropriations process. The committee unanimously approved. <br />Councilman Gareau made a motion to relieve from the Building, Zoning and <br />Development Committee the Carnegie Mgt. and Development Parcel E mixed use <br />development amendment which was discussed last evening. The motion was seconded <br />by Councilman Limpert. Roll call: Gareau, yes; Limpert, yes; Tallon, yes; Nashar, yes; <br />McKay, no; Dailey, yes. The motion passed with five yes votes and one no vote. <br />Councilman Gareau, chairperson of the BZD Committee: 1) The committee met on May <br />16. In attendance were Mayor O'Grady, Assistant Law Director O'Malley; Planning <br />Director Wenger, Assistant Building Commissioner Rymarczyk, City Engineer Durbin; <br />Council members Nashar, McKay, Limpert, Gareau; Mr. Jim Schiely representing <br />Carnegie Mgt. & Development, and Mr. Bruce Rinker, legal counsel of Carnegie Mgt. <br />and Development. This was a special BZD meeting that was conducted with only one <br />item on the agenda, the development of Parcel E by Carnegie Mgt. & Development. <br />7 <br />
