The committee recommended <br />approval and passage under suspension of the rule <br />• The committee discussed the issue of newsrack boxes that are on the city streets. <br />This issue is being addressed as the boxes are unsightly. Implementation of a fee may <br />help address the clutter. The boxes sometimes get knocked over for various reasons, <br />and the Service Department has had to remove them. As there were a number of <br />questions, this was held in committee for review by the Law Department. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The committee met on May 10. Present were committee members Miller and Limpert, <br />along with other members of Council who were there to discuss an appointment to the <br />Cultural Activities Commission. Mr. Bogdan Biliboaca was interviewed, a young man <br />who is going to be an excellent addition to that group. Councilman Limpert made a <br />motion that Council approve the appointment of Bogdan Biliboaca to the Cultural <br />Activities Commission for the term of 1/1/OS to 12/31/05. The motion was seconded by <br />Councilman Nashar and passed unanimously. <br />Councilman Gareau, member of the Finance Committee: 1) The committee met on <br />Tuesday, May 10. Present were Council members Limpert, Gareau, Dailey, Nashar; <br />Council President Kennedy, Personnel Director Farver, Human Resources Director <br />Copeland and guest Nick Schrader from F.I.R.S.T. Agenda items were as follows: <br />• Ordinance 2005-75, an ordinance amending Ordinance 97-74 in order to differently <br />designate revenues derived from leases and subleases of city owned property for <br />telecommunications facilities and declaring an emergency. The point of this <br />legislation will be to change the current disposition of funds received by way of cell <br />towers on city property so that after June 7 all revenues received by the city would be <br />divided between two funds: 75% would go to the Recreation Fund; 25% to the <br />Economic Development Fund. A number of questions that arose were: what is the <br />current balance in the Economic Development Fund; current annual funds generated <br />from various sources from the various cell towers; various uses on the cell towers, <br />what was the amount generated? The committee questioned whether or not there <br />should be a new fund created, and are there any current fund restrictions within <br />economic development which would make it difficult to use it for a variety of <br />planning purposes. The committee is also interested in the opinion of the Recreation <br />Department as there were no representatives in attendance. The committee <br />unanimously voted to hold the legislation in committee. <br />• Ordinance 2005-78, an ordinance creating new Section 167.021 of Chapter 167 of the <br />Administrative Code entitled "Department of Personnel & Administrative Services" <br />for the purpose of creating a new position of employment specialist, eliminating one <br />secretary position and otherwise clarifying the staff positions within the department's <br />organizational chart; and further amending Section 153.01 of Chapter 153 of the <br />Administrative Code entitled "Civil Service Commission" to render said section <br />consistent with the foregoing reorganization of the Department of Personnel & <br />Administrative Services. This had been discussed previously during the budget <br />process when Ms. Farver requested to reorganize her department based upon the job <br />responsibilities of Lisa Kidd. In an effort to follow through on that, this legislation <br />comes following the budget. There is a change in funding of about $1,500 for labor <br />6 <br /> <br />
