Council Minutes of 5/4/2005 <br />Councilman McKay, chairperson of the Environmental Control Committee: 1) The <br />committee met on April 12. Present were committee members Dailey, Nashar and <br />McKay; Council members Gareau, Kasler, Limpert, Miller; Mayor O'Grady, Finance <br />Director Copfer, Personnel Director Farver, Law Director Dubelko, Service Director <br />Driscoll, Safety Director Jesse, WWTP Superintendent Nichols, System Supervisor <br />Binggeli, City Engineer Durbin and guests. The committee discw sed Ordinance No. <br />2005-36, an ordinance authorizing the Mayor of the City of North Olmsted to enter into a <br />renewed service contract with Buckeye Power Sales to maintain numerous emergency <br />generators owned by the City of North Olmsted's Waste Water Systems Department, and <br />declaring an emergency. There are five generators owned by the WWTP that require <br />service throughout the year on a regularly scheduled basis. Buckeye Power is the <br />manufacturer and parts supplier of this equipment, and their labor rate is below the <br />standard rate of other repair firms. The committee recommended granting the contract to <br />Buckeye Power for the maintenance of the equipment. <br />2) The Environmental Committee also met on Monday, April 25. Present were <br />committee members Nashaz, Dailey and McKay, Council members Gazeau, Limpert, <br />Council President Kennedy; Service Director Driscoll, Finance Director Copfer, Law <br />Director Dubelko, Mayor O'Grady and guests. The committee discussed Ordinance <br />2005-62, an ordinance amending Section 915.04 (User Charges) of the Streets, Utilities <br />and Public Services Code, in order to change the procedure for obtaining a refund in the <br />sewer chazge refund program for users of less than one .thousand cubic feet (MCF) of <br />water per billing quarter, and further to establish new qualifications for entitlement to <br />participate in the said program; and declaring an emergency, as amended. One of the <br />problems of the way this has been done in the past is the ability to make payments on a <br />timely basis. Also there are budget constraints and the cost of the plan is $80,000 as well <br />as added hours of work for the Finance Depaztment. The process is not charged to the <br />users. If this was a utility such as water or electric, it would be charged to the user. That <br />is why the other utilities do not bill for less than one unit. Two hundred of 2,900 checks <br />have been returned as undeliverable. Seven hundred thirty-seven cheeks are under $10; <br />634 are from $10 to $19.99, and 190 checks aze outstanding. This ordinance would <br />require that a homeowner who was qualified for the Homestead exemption act to <br />participate in the city's refund program. The homeowners will be notified through their <br />water bills. Anyone who lives in a home and has a deceased person's name on the water <br />bill should have the water bill transferred to their Warne so the checks can be processed in <br />the proper name. The Finance Director shall set the guidelines for the timelines and <br />deadlines for the applications. The committee recommended approval. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />committee met on April 25.
