Special Council Minutes of 4/25/2005 <br />there be 15 of the taxus planted in that northeast area. For screening purposes, the <br />existing 6 foot mound and 6 foot wall will remain. Additional buffering for adjacent <br />residential properties was proposed. The gap between the existing fence and the rear <br />service building will be closed. The fence currently on top of the mound will be <br />continued stepping down from the mound and connecting to the existing service building. <br />A gate will be installed to provide access to maintain the landscaping in the rear. Two 6 <br />foot tall blue spruce trees will be planted to screen the gap. There is a 20 foot area <br />adjacent to the north property line east of the service building that will be planted with 13 <br />blue spruce trees set on 10 foot centers. Those will also be 6 feet. Along the property <br />line a matching 6 foot white fence will be installed from the service building to the street <br />right-of--way. The fence will also be repaired on the mound as it is beginning to lean. <br />After discussion, the committee unanimously recommended approval subject to the <br />recommendations of the various boards and commissions and further subject to the <br />requirement that the trees to be planted (blue spruce) would all be 6 feet in height, that <br />the windows on the west elevation overlooking the current structure would be of a similar <br />grouping and identical design as the windows on the east elevation and also subject to the <br />recommendations that the mound would be repaired, the fence would be repaired, and <br />that the 15 taxus plantings would take place in the northeast corner of the lot. <br />Councilman Gareau including the foregoing in the form of a motion for approval. The <br />motion was seconded by Councilman McKay. Roll call: Gareau, yes; McKay, yes; <br />Miller, no; Nashar, yes; Dailey, yes; Kasler, yes; Limpert, yes. The motion passed with <br />six yes votes and one no vote. <br />Councilwoman Kasler, chairperson of the Finance Committee: 1) The committee met <br />this evening. Present were all of Council, the Mayor, several directors and guests. The <br />committee discussed Ordinances 2005-45 through and including 2005-51, which is <br />borrowing legislation for new money. There was a lengthy discussion on Ordinance <br />2005-46 which is the borrowing for street repair. Mr. Miller asked a question regarding <br />adding Laurell Woods streets to that legislation and stated that he had requested that on <br />several other occasions, and the streets had not been added. His concern is that his <br />request has not been recognized. The discussion then went into how to change that <br />legislation if at all possible. It would cause delay to do so which would mean going back <br />to first readings and starting the legislation over. In addition to that, the Law Director <br />would have to have a conference with bond counsel to ensure that this is addressed <br />appropriately. The Mayor commented that he believes it's not advisable to add <br />additional streets to the list at this time because the administration is establishing criteria <br />for performing a study with regard to all the streets city-wide and will establish which <br />streets needs to be done first and which are in worst condition. He also suggested, if <br />more streets are added to the list, it would suggest to residents they maybe next and that <br />may not be the case based on the study that is about to be conduct. Mr. Dailey had <br />concerns about the total amount of borrowing for streets-he feels it maybe too high and <br />also that there are government funding cuts this year that could also cause concern. To <br />add streets, may not be advisable. It was questioned as to how much of a delay would <br />take place, whether or not we could speed it up if bond counsel gave us the proper <br />approach. Mr. Driscoll addressed the issue by saying Lawell Woods was not part of the <br />® original list of improvements. However, Mr. Miller brought up the issue that they <br />2 <br />
