Special Council Minutes of 4/2S/2005 <br />probably weren't a part of it because the amount at that time expected to be borrowed was <br />less than what was eventually decided to borrow. The streets may not have been <br />considered because the money wasn't there. Mr. Driscoll said he did not feel there would <br />be much money left over this year to address those streets even if they were added to the <br />list. Mr. Miller commented that he felt his request had been ignored at earlier stages <br />when these streets could have been added legitimately without having a delay. In order <br />to avoid a delay in passing borrowing legislation and in order to get this in place so the <br />administration could move forward with the legislation, the committee voted <br />unanimously to recommend passage of all the legislation. <br />Councilman Dailey commented, since this was Mrs. Kasler's last report as a member of <br />City Council, he would like to thank her for her years of service to the city. She has been <br />a school board member, the city Safety Director, and aCouncil-at-Large member-she <br />has represented the city for a long time in many capacities. Council is going to miss her. <br />She has never been afraid to ask a tough question, and better yet, demand an answer. <br />That is to be commended. Her voice will be missed on this Council. <br />Councilman Gareau said he echoed those comments. Some people say you can be a jack <br />of all trades and a master of none, but Mrs. Kasler has proven that is not true. She has <br />been an exceptional Council person, a good friend and shown a good example to lead and <br />work hard and to stand up for her principles. He is going to miss her. <br />Councilman Nashar said he has enjoyed working with Mrs. Kasler when she was the <br />Safety Director and on Council. She will be missed by all. He congratulated her on her <br />expected grandchild. <br />Mayor O'Grady, on behalf of the administration, thanked Mrs. Kasler very much for her <br />service to our community now as a Councilwoman, to the administration as a Safety <br />Director, and to the schools and school board. <br />Councilman Miller said he was saddened by the fact that Mrs. Kasler was leaving-both <br />from a personal standpoint as she is a good friend and also for the city because the city <br />benefited by all the aforementioned chores that she had taken on. Her skills as an <br />administrator and a legislator will be sorely missed by the city. Truly she is in that rare <br />class of people who cannot be replaced. Council will miss her. <br />Councilman McKay wished Mrs. Kasler and her family all the best. <br />Councilwoman Kasler expressed her thanks. She said this was not a rash decision but <br />one that she and her husband thought about long and hard. There was no intention for it <br />to end this way, but sometimes life takes twists. Maybe it happens for the right reason, <br />she hopes so. It is happening rather quickly. She is leaving with a lot of mixed emotions <br />and regret because civil service has been a big part of her life. But her family comes first, <br />and that is why this decision is happening. It's a life decision for her and her husband. It <br />is time to make a change and unfortunately it didn't work out to be here in this city. This <br />city is certainly very close to her heart and to the hearts of her children as they were <br />3 <br />
