Council Minutes 4/5/2005 <br />,~• Councilman Dailey, chairperson of the Recreation, Public Parks & Buildings Committee: <br />~~ 1) The Recreation Committee met on Tuesday, March 22, to discuss Ordinance 2405-26, <br />an ordinance creating a new Section 139.13 of Chapter 139 of the Administrative Cade <br />entitled "Deparkment of Public Safety" for the purpose of creating a new positian of <br />Assistant Course/Facility Maintenance Supervisor within the organizational chart of the <br />Division of Springvale and declaring an emergency. Because there was no representation <br />from the administration in attendance that evening, the committee voted to hold the <br />legislation. <br />2) The committee met again this evening to discuss Ordinance 2045-26. The question <br />was asked if the position was requiring new money. Marty Young, manager of <br />Springvale, advised that by eliminating part-time positions, this position will be covered. <br />It is needed as a full-time position. The trained professional will help with the condition <br />of the course, making the greens play better for all that use the facility. The committee <br />unanimously approved. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The Building, Zoning and Development Committee met on Tuesday, March 29. <br />Present were committee members, Law Director Dubelko, Assistant Building <br />Commissioner Tom Rymazczyk and City Planner Kim Wenger. Agenda items were as <br />follows. <br />• Review of a Planning Commission recommendation for the Fairview Corporate <br />Center lot on the northeast corner of Brookpark and Clague roads. A lazge mound <br />was put there last year and it has become somewhat overgrown. They came back <br />with a formal proposal which involves modifications to the previously approved <br />landscape plan. These modifications were required as changes to grading the site <br />conflicted with the originally approved plans. The applicant had requested originally <br />a minor change format, and that was denied. They then presented to the Architectural <br />Review Board and the Planning Commission, and what they brought forward for that <br />corner, which is a fairly high visible comer in North Olmsted, was the following: <br />1. Add an additional 44 trees to the site, which would be a mix of 2 inch <br />deciduous and 6 foot evergreen tees. <br />2. Provide a mixture of ash, maple, oak and spruce. <br />3. There would mulch beds which would be added for aesthetics around the tree <br />groupings. <br />4. Aground cover would be used of athletic blend with fescue. <br />There is no irrigation required for this particular area as the Zoning Code doesn't require <br />it. Revised plans were submitted to the Planning Commission. The Planning <br />Commission did recommend approval of those modifications to the site plan for Fairview <br />Corporate Center. The committee unanimously approved approval with the <br />recommendations of the various boards and commissions. Councilman Gazeau made a <br />motion to approve the Fairview Corporate Center revision to site plan as presented to the <br />Planning Commission and with the recommendations of the boards and commissions. <br />The motion was seconded by Councilman McKay and passed unanimously. <br /> <br />8 <br />
