Special Council Minutes of 3/22/2005 <br />LEGISLATION <br />Ordinance No. 2005-21 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing and directing the crediting of all revenues received from <br />emergency medical services and ambulance transportation billings in the year 2005, <br />which would otherwise be credited to the "Emergency Medical Services Fund," to the <br />General Fund, and declaring an emergency. Councilman Limpert moved for adoption. <br />The motion was seconded by Councilman Nashar and passed unanimously. Ordinance <br />No. 2005-21 adopted. <br />Councilman Gazeau moved to amend Ordinance No. 2005-17, the budget, consistent with <br />the changes that were made and the recommendations through the Finance Committee <br />and also consistent with that document that was presented this evening. The motion was <br />seconded by Councilman McKay and passed unanimously. Ordinance No. 2005-17 is <br />amended. <br />Ordinance No. 2005-17 introduced by Mayor Musial was given its second reading. An <br />ordinance to make appropriations for current expenses and other expenditures for the City <br />of North Olmsted for the yeaz ending December 31, 2005, as amended. Councilman <br />Gazeau moved for suspension of the rule requiring three readings and noted the <br />legislation had been extensively reviewed in committee. The motion was seconded by <br />Councilman Limpert and passed unanimously. Dennis Lambert, 25057 Carey Lane, said <br />he would like to take his hat off to the members of Council who spent many, many long <br />hours working on this. He stood personal witness to their efforts, especially Chairwoman <br />Carolyn Kasler as everybody had a chance to be heard. Congratulations, as it was hazd <br />work. Paul Barker, 23629 Carriage Lane, also attended all the meetings and this was the <br />first time he had company from other residents. For the past three years, he has said he <br />was not comfortable with the city using designated funds to try to balance the budget. <br />This year, the EMS Fund is to be used. He hopes it's time that people aze finally starting <br />to recognize that maybe our city is living beyond its means and we better start thinking <br />real serious thoughts. He feels that as mayor, Mr. O'Grady, will have some tough <br />decisions to make this summer. Councihnan Miller said he appreciated Mr. Bazker's <br />regular attendance at the committee meetings and his pertinent comments when he comes <br />to the microphone. Councilman Gazeau moved for adoption of Ordinance 2005-17 as <br />amended. The motion was seconded by Councilman Limpert and passed unanimously. <br />Ordinance No. 2005-17 adopted. <br />Ordinance No. 2005-27 was introduced and placed on first reading by Councilman Miller <br />on behalf of Council Members McKay, Nashaz, Kasler and himself. An ordinance <br />providing for the submission to the electors of the City of North Olmsted of an <br />amendment to Sections 1, 2 and 3 of Article IV, and Sections 2 and 4 of Article IX, of the <br />Charter of the City of North Olmsted to provide for the President of Council to be a <br />member of Council appointed by a majority of the members of Council, rather than a <br />sepazately elected office. <br />Resolution No. 2005-28 was introduced and placed on first reading by Councilman <br />Gazeau on behalf of Mayor Musial.
