Council Minutes of 3/15/2005 <br />the line item for the consultant which should read $37,000 instead of $39,000. The <br />part-time consultant is paid on an as-needed basis and 10 hours per week are being <br />projected. <br />2) On March 9, the Finance Committee met, and the following issues were discussed: <br />• Ordinance 2005-17, the budget ordinance, which is being held in committee as it is <br />still being discussed. <br />• Ordinance 2005-19, non-bargaining employee health care. An employee health care <br />committee has met and made changes to the program. This legislation will match <br />changes which have been made for the bargaining employees. The committee <br />approved and recommended passage under suspension of the rules. <br />Ordinance 2005-21, which will credit all ambulance fees to the General Fund rather <br />than the Emergency Medical Services Fund. Originally the medical fund was <br />established to find funding for building Fire Station No. 2. With the advent of the tax <br />levy, that is not necessary. Although the committee discussed whether the funds <br />should be continued to be diverted, it was decided to continue for now and to have <br />future discussions on this issue. <br />Waste Water Treatment Plant budget. The new format made it rather difficult to <br />compare to last year. The last rate increase was 1996, and it was projected to last <br />until the year 2000. The surplus is now eroding as costs arise. This year's capital <br />improvements will have to be done by a borrowing. There is about $500,000 of work <br />that should be upgraded within the plant. It's a slow and constant process. It is a very <br />corrosive environment in the plant and constant improvement is necessary. This will <br />be discussed further at the meeting of March 16. <br />• Springvale budget. One of the major questions was on the projected revenues, <br />whether they could be met or not. There are some marketing plans in place for this <br />year, and it should go very well. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />On March 8, the committee met to discuss Ordinance 2005-18, an ordinance authorizing <br />the Director of Public Service to request proposals from professional testing firms for <br />various testing services for the new fire station No. 2 project; further authorizing the <br />Mayor, following approval of the Board of Control, to enter into a contract with the <br />professional testing firm selected in the process and declaring an emergency. The <br />primary function of this ordinance is to provide for testing of the soil on the proposed site <br />for the fire station to make sure that it will support the weight and the uses of the fire <br />station. It was a short discussion and committee recommended approval unanimously. <br />Councilman Miller, Council's representative to the Recreation Commission: 1) The <br />Recreation Commission is a body of citizens and officials who look at the recreation <br />11 <br />
