Council Minutes of 3/15/25 <br />operation and make recommendations to the Finance Committee and all of Council as to <br />how the recreation dollars should be spent and exactly what are the priorities. After <br />discussion with the Law Director this year, it was made clear that before the Finance <br />Committee could make final approval, the Recreation Commission must review the plan <br />and submit it to Council for their review. That was done on Monday, Mazch 7. The <br />proposed capital improvement priority list is as follows: <br />1. Indoor tennis facility, two heating, ventilation, air-conditioning units, in the range of <br />$31,000 to $40,000. <br />2. An ID maker system for resident cards, employee ID cards. Estimated to be <br />approximately $5,000. <br />3. Installation of rubber membrane on the administration office roof. Installation is <br />approximately $7,500. <br />4. Rink building exit doors, east side, approximately $15,000. <br />5. New ball field bleachers at North Olmsted Pazk. The old bleachers have been <br />removed due to not meeting safety standards. Approximately $16,000. <br />6. Outdoor tennis court study, and further steps if monies are available, $5,000. <br />7. Synchronize clocks throughout the complex, $2,000. <br />8. Replace pool lobby steel door and window frame with proper aluminum framing. <br />9. Recreation facility management software. <br />10. Purchase commercial top dresser for improving and maintaining safe field playing <br />conditions. <br />11. Install a fence at North Olmsted basketball courts. The courts have been recently <br />rebuilt and fencing is need around them. <br />12. Fencing is needed around the sand volleyball courts for containment purposes. <br />13. Install new playground equipment at North Olmsted Pazk for the children in the 2 to 5 <br />year old range. Cost is approximately $10,000 and would finish up some of the <br />replacement that has occurred already. <br />Long-term capital improvements related to the Rec facility improvement include: <br />1. Outdoor pool filter system. <br />2. Integrating emergency lighting system throughout the facility operated by a <br />separately fueled generator. <br />3. Reconfiguration of the main reception area. <br />4. Construction of outdoor tennis courts. <br />5. Installing new rink bleachers. <br />6. Implementing a security system throughout the facility to provide access control, <br />monitor and visitor guest sign in <br />AUDIENCE PARTICIPATIt~. <br />Ted Bowman, 27170 Butternut Ridge Road, gave a lengthy historical record of the transit <br />system in Cleveland and the suburban areas, including North Olmsted. He is very <br />supportive of NOMBL and urged that North Olmsted, as a Charter city, decree that the <br />1 % transit tax collected in the city be prioritized to NOMBL with the leftovers passed on <br />12 <br />
