Council Minutes of 3/15/2805
proudly on his service to the City of North Olmsted. He is very proud to have served
with Tom Terbrack. The city owes him a debt of gratitude for all the good work he has
done for the city over the years.
2) March 2, he attended and provided testimony in the third of the Fire Dept.
management arbitrations.
3) March 3, the city received notification of the decision on the second of the Fire Dept.
azbitrations, which came back in favor of the city union.
4) March ~, he attended a meeting of the city Ethics Commission at which the
recommendations for legislation were discussed. The legislation to change some of the
composition of the Ethics Commission is before Council tonight.
5) March 8, he attended a Board of Control meeting and directors' meeting.
6) March 15, he attended a mediation session in the State ex rel. Musial v. City of North
Olmsted case.
7) He attended the Westfield Mall town meeting luncheon this afternoon. It was a good
event, and he was happy to meet the new manager at Great Northern. He commented to
him at the meeting that there is an old saying that as the school system goes, so goes the
city. That almost equally well applies to Great Northern. As Great Northern goes, so
goes certainly the retail community.
President O'Grady said that Council echoed the Law Director's comments about Mr.
Terbrack. He asked Mr. Terbrack to stand and be recognized in appreciation of all that
he has done for our community.
Finance Director Copfer: 1) Said she would like to echo Mr. Dubelko's comments
regarding the entire process and the pleasure that it's been to work with all the people at
NOMBL. They are very dedicated, loyal public servants who care so much about our
community in providing this service. Hopefully, most of those people will still continue
to be providing service to our residents under another bus line. No matter who is giving
them their paycheck, they will still provide excellent service for our community.
2) Regarding the ML?NIS requisition and purchase order process, the department is
planning to go live at the end of March with our first check run. The divisions will begin
placing new account numbers on the paper requisitions this week so they can be entered
into the new system. The Finance Dept. staff have been coding and entering all the
purchase orders that were processed so far this year, including the open PO's and
contracts that were open at the end of 2004.
3) The budgeting process is nearing a close this week and hopefully the budget will be
passed at a special Council meeting on March 22.
Mayor Musial amended his report to add that he had received a fax from the office of
Congressman Kucinich noting that the appropriations bill was passed by the House. In
that bill, $900,000 will be allocated to Crocker-Stearns. This solidifies the fact that
Crocker-Stearns will virtually cost the City of North Olmsted nothing.
President O'Grady, member of the Ethics Commission: 1) The Ethics Commission met
on Monday, March 7. Present were chairman O'Grady, members Councilmen Gareau
and Limpert, Finance Director Copfer and Law Director Dubelko. The primary items for
