Council Minutes of 3/15/2005 <br />4. The Mayor was asked whether he has provided funding in hies budget for the <br />city's defense costs related to his lawsuit against the city regarding public <br />records. He stated that he had not provided such funding, but that he did not <br />believe his appeal to the Ohio Supreme Court would be costly for the city to <br />defend. The Law Director, however, stated that this defense could cost <br />approximately $10,000 to $20,000. The Law Director has budgeted only <br />$8,000 for outside legal fees anticipating that the Mayor's suit had been <br />settled. Upon hearing that in fact the Mayor was appealing his case against <br />the city to the Ohio Supreme Court, the Law Director asked that the <br />appropriations be left at $8,000 for now until some discussions with regard to <br />this appeal take place. <br />The final budget meeting on Wednesday will address once again the WWTP, Recreation, <br />funding sources for seasonal employees in the Service Department, health care costs and <br />appropriations, details on the costs related to computers throughout the city, capital <br />borrowing, final budget information for the Finance Dept. and any remaining issues. She <br />expressed her thanks and appreciation to Mr. Limpert who chaired some of the budget <br />meetings. <br />Councilman Limpert, member of the Finance Committee: 1) A Finance Committee <br />budget meeting was held on March 2. Present were committee members Limpert and <br />Gareau; Council members Dailey, McKay, Nashar and Miller; the Mayor, Service <br />Director, Finance Director, Law Director, Personnel Director, Human Resources <br />Director, Planning Director, NOMBL General Mgr. Terbrack, Tim Conway from Fleet <br />Maintenance and a number of residents, many of them from North Park Estates. The <br />following issues were discussed: <br />• Capital improvements for streets. The Service Director laid out a draft of a 5-year <br />plan. In 2005, it calls for $500,000 of slab repair in the developments of Sandy Ridge <br />and North Park Estates, Lorain Road ADA ramps for $7,700, an asphalt resurfacing <br />on Byron Drive for $130,000, and asphalt recycling for North Park Estates, Lucille, <br />and Florence for $336,000. There is some concern as the pace of $250,000 per year <br />for each of the two developments will take the repairs through 2008. There have been <br />subsequent discussions on that issue and the time has been reduced a year to 2007. <br />The committee also discussed the plan of ODOT to rework Route 252 from the city <br />limit north to Al Moen Drive. The city's cost for this project is going to be <br />$68,697.43. The major problem is it was an experimental pavement, which is very, <br />very noisy. We are trying to get the State to expand that project all the way down <br />past the interstate where the pavement is falling apart. <br />• The Service Director also laid out afive-year plan for fleet. In the late eighties, our <br />fleet became very aged and we had a major push to try to upgrade that fleet in the <br />early nineties. Now that fleet is starting to deteriorate. He would like to purchase one <br />1-%i ton dump truck to replace a 1991 truck. That truck will be sent down to the Rec <br />Department for their use.
