Council Minutes of 3/15/25 <br />trucks just point-blank could not push it. If this new four-wheel drive diesel truck <br />works, it will be the plan in subsequent years to replace the four sister 1991 trucks <br />with this newer design. Cost of the four-wheel drive 1 '/z ton truck is $50,000 on state <br />bid. There would be the purchase of two additional 2-1/Z ton plow and salt trucks. <br />Those are the workhorses that got us through the major storms of this winter. We <br />purchased two last year bringing our total up to 9. The cost for these two trucks will <br />be $196,000. We also need to purchase three new pick-up trucks for the Service <br />Dept. and one for another department. The trucks that are being replaced aze 1990- <br />1991 trucks. The committee had no problem with any of those replacements. <br />Currently we own two front-end loaders, one is eight yeazs old, the other is sixteen <br />years old. The sixteen yeaz old one has major problems, and we would like to <br />purchase a new one for $98,000. The Director also needs to buy two Honda portable <br />generators for powering traffic lights during power outages. The cost of that is <br />$3,400. He also would like to purchase a used Crafco crack filler machine for <br />$15,000. This would be a used machine which is about half the price of a new one. <br />This would save a tremendous amount of money in rental costs, and sealing cracks <br />saves streets. The Service Director also would like to purchase a jumping jack <br />tamper at a cost of $1,200, which again will save rental costs. The committee had no <br />problem with those purchases. The Director also wanted $40,00 for a possible new <br />mower or in case a major piece of equipment failed. The committee feels that it <br />cannot authorize that money at this time. If the need arises, Council will work with <br />the director to provide the funds. The committee had an opportunity to see some of <br />the projects that the mechanics have done as faz as renovating old equipment, thereby <br />saving the city money. Some examples include a 1977 Ford tractor that is <br />mechanically in excellent shape and now looks like it just came off the showroom <br />floor, a Fire Dept. rescue squad with 90,000 miles which was converted into a Police <br />vehicle to be used at crime scenes, a 1996 sidewalk snowplow Bombardier was <br />rebuilt, a 1992 dump truck was made to run and look like new and is being used by <br />the Recreation Department, a rebuilt Zamboni for the Recreation Center. <br />I.T. Dept. hardware. According to our consultant, we need to purchase 65 new PC's, <br />monitors and softwaze. Part of the problem is our older machines cannot <br />communicate with the new computer system in the Finance Department. The cost of <br />the various hardware and software needs is $103,675. Also needed is a firewall for <br />our new systems at a cost of $9,000 and $10,000 of anti-spy ware, bringing the total <br />cost to $149,225. The software systems will be Microsoft XP Professional and Office <br />2003 Professional. The committee is hoping to achieve some cost savings on these <br />purchases, and that issue will be discussed at another meeting. <br />• The committee determined that capital improvements for the Recreation Department <br />and the WWTP would be discussed at a future meeting. <br />• Human Resources Department. The department received an $80,000 grant for <br />NOCOP. The Youth Diversion Program (YDP) grant was renewed. The hot lunch <br />program grant at the Senior Center was cut somewhat, but they have adjusted to <br />handle that. The Americans With Disability (ADA) doors project at the Senior <br />9 <br />
