Council Minutes of 3/1/20fF5 <br />been worth $3,000-$5,000. However, the vehicle underwent a metamorphosis from a fire <br />squad into a special response squad containing all of the material required for the Police <br />Dept. to conduct an investigation at a crime scene. The vehicle is probably now worth <br />$100,000-$150,000. They did all of that in-house and did a great job. <br />3) The Building Department has received a grant renewal for $20,000 for exterior <br />maintenance assistance. This is a continuation of the program initiated last year. Thanks <br />to Planning Director Kim Wenger, Human Resources Director Don Copeland and <br />inspector John Schneider for their efforts in managing the program and winning a <br />renewal of the grant. <br />4) Much time was spent on the budget being presented to Council. Although close, it is <br />balanced. <br />Councilman Miller asked the Mayor whether there was a plan to fund the Senior Center <br />parking project as the Planning Director has advised that the city's grant application was <br />not successful. Planning Director Wenger answered that there was no plan at this time. <br />Mayor Musial commented perhaps that project could be considered for inclusion in the <br />capital improvements projects for the 2005 budget. Councilman Miller noted there is a <br />plan to eliminate the federally funded CDBG program. Since that program has been used <br />successfully in our city, perhaps Council and the Mayor should consider a resolution in <br />support of the CDBG program as it is important to keep federal dollars coming back to <br />our city. <br />Councilman Gareau asked for an update on two Metro Parks projects: the all-purpose <br />path on Bradley Road which would connect with the city's sidewalks; the proposed Metro <br />Parks trailhead on Lorain Road. Mayor Musial said that Service Director Driscoll has <br />been requested to contact Metro Parks to get a report as to where they are. With the levy <br />passage this past fall, they do have the money for the sidewalk project. With regard to <br />the trailhead, that will not come about for at least two or three years. Councilman Nashar <br />commented that last fall he did speak with Mr. Vern Hartenburg from the Metro Parks <br />and reported to Council that the Bradley Road sidewalk/walking path project would be <br />completed in the spring of 2005. It will be a 10 foot wide asphalt path with a green <br />center line and a drainage system. <br />Law Director: 1) The majority of his time during the past two weeks has been spent on <br />matters relating to the RTA/NOMBL negotiations. <br />2) Litigation update: <br />• Summary judgment has been granted in the city's favor in an age discrimination <br />complaint that was filed in federal district court by a former city engineer. The case <br />was defended in federal district court by the insurance defense counsel law firm of <br />Tomino & Latchney. <br />• A proposed settlement in the case of McCoy vs. City of North Olmsted. Pursuant to <br />city ordinance provisions, he will be providing a memo to Council on that settlement <br />which is within the city's deductible. <br />• Along with insurance defense counsel, he will present an update to Council in <br />executive session regarding the Ganley litigation. <br />2 <br /> <br />
