Council Minutes of 3/1/2005 <br />3) He attended meetings of the Fair Housing Review Board, two meetings of the Board of <br />Control and a meeting of the Health Care Committee. <br />Finance Director: 1) Thanked the Mayor for his comments about the new accounting <br />system, and she is glad he does see the importance of this system. This has been a <br />difficult process for her as a director, her staff, and everybody who is utilizing the system. <br />Change is always difficult, but she feels very strongly that it will be a benefit down the <br />road in evaluating and managing the services provided to the community. She thanked <br />her staff for the indispensable help they provided. She could not have done it without <br />them. <br />2) Last November, the Cleveland Division of Water incorrectly deleted the city's billing <br />fee for sewer assessment and did not charge the customers. In the most recent bills, they <br />included a letter explaining the fee had been inadvertently deleted and that the current <br />bills include the charge for two billing cycles. However, the sewer assessment fee on the <br />bill is not broken down into its various parts. To determine if the amount is correct, <br />multiply $36.26 (our fee per MCF) times the consumption. Then add the $4.36 billing <br />fee for the current quarter and again for the last quarter. Calls from residents can be <br />referred to the Finance Department. <br />Councilman McKay, chairperson of the Environmental Control Committee: 1) The <br />committee met on Tuesday, February 22. In attendance were Council members Dailey, <br />Nashar and McKay; Council members Limpert and Gareau; Council President O'Grady, <br />Service Director Driscoll, Finance Director Copfer, Law Director Dubelko, WWTP <br />Superintendent Nichols, NOMBL Mgr. Terbrack, RTA General Mgr. Calabrese and <br />guests. The following items were discussed: <br />• Resolution 2005-10, a resolution authorizing the Mayor of the City of North Olmsted <br />to enter into cone-year agreement with the City of North Royalton for stabilization <br />and disposal of biosolids generated by the North Olmsted Wastewater Treatment <br />Plant and declaring an emergency. This resolution was returned to the committee <br />because North Royalton is having some financial problems and at this time they wish <br />to review their position and their operating procedure. At the present time, North <br />Olmsted will transport sludge to the Ottawa County landfill, using North Olmsted <br />drivers and vehicles. It is possible that North Royalton will be able to process sludge <br />in the future. If that comes to pass, we shall look at the contract again. In the <br />meantime, the committee recommended Resolution 2005-10 be held in committee. <br />• Resolution 2005-14, a resolution authorizing the Mayor to enter into a renewed <br />memorandum of understanding with the Cuyahoga Soil and Water Conservation <br />District to provide assistance to the City of North Olmsted with public education and <br />public participation measures for its EPA Phase II Storm Water Program, and <br />declaring an emergency. We are entering into our third year with the permit that <br />allows us to discharge our storm water into the state waters. Our past agreement with <br />the district has been that they provide assistance to us in educating the public <br />regarding preventing polluting the storm water which is returned to the Rocky River. <br />® They also provide assistance with school programs and Earth Day programs. They <br />give us the opportunity to submit to the EPA all the projects in which they provide <br />3 <br />
