Council Minutes of 3/1/20115 <br />support to the city, and that keeps us from having to treat our storm water which goes <br />back into the Rocky River. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />committee met on February 22 to discuss Ordinance 2005-16. This is an ordinance <br />introduced by the Mayor and all of Council authorizing the Mayor to enter into an <br />acquisition agreement with the Greater Cleveland Regional Transit Authority, providing <br />for the sale of assets and transfer of all North Olmsted Municipal Bus Line operations to <br />the Greater Cleveland Regional Transit Authority, and declaring an emergency. Present <br />were committee members McKay, Dailey and Nashar; Council President O'Grady; <br />Council members Limpert, Miller, Gareau; Law Director Dubelko, NOMBL Mgr. <br />Terbrack, Service Director Driscoll, Mayor Musial, RTA Regional Mgr. Calabrese, <br />Marty Gelfand representing Congressman Kucinich's office; guests. The Law Director <br />presented 11 items from the agreement which were discussed at length. The committee <br />recommended to hold the legislation for further review by the Law Director until an <br />agreement could be reached between RTA and NOMBL. <br />2) Another committee meeting was held this evening, March 1, to discuss Ordinance <br />2005-16. Present were all committee members and Council members, Law Director <br />Dubelko, Service Director Driscoll, Mayor Musial, NOMBL General Mgr. Terbrack and <br />invited guests. The Law Director discussed three recommended changes which were in <br />agreement to the proposals. One of the recommended changes involved the non- <br />bargaining employees whose guarantees for employment at RTA were not as strong as <br />those for the bargaining unit employees. The issue of RTA's proposal to expand the <br />Park-n-Ride was discussed. Councilman McKay requested that Kennedy Ridge be <br />repaved due to the heavy truck traffic that was caused by RTA during construction of the <br />Park-n-Ride. The cost to repair the road with an overlay would be between $70,000 to <br />$75,000. Hopefully, the repair of Kennedy Ridge can be written into the agreement so <br />that the damages incurred from the construction of the Park-n-Ride can be repaired. The <br />legislation has been added to this evening's agenda for second reading and will be on <br />third reading for March 15. <br />Councilman Limpert commented on the RTA issue by saying that it seems the <br />negotiations have not been about an extension, but rather about acquisition. This is in <br />spite of the fact that the city and RTA board members have received letters from County <br />Commissioner Jimmy Dimora and the Mayors and Managers Association requesting an <br />extension of three months so the issue could be analyzed. But apparently that is not an <br />option. Councilman Nashar said he wished to acknowledge Congressman Kucinich and <br />his representative Marty Gelfand for their efforts in helping North Olmsted acquire the <br />agreements that have been reached so far. Mr. Limpert concurred and acknowledged the <br />help from Congressman Kucinich's office. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The Mayor has suggested reappointments for the Fair Housing Review Board. <br />Councilman Limpert made a motion to re-appoint Meena Mangla to the Fair Housing <br />Review Board for the term of 1/1/04 to 12/31/07.
