Council Minutes of 2/1/2005 <br />strongly that the school's art program be included in the displays and asked if that would happen. <br />Finance Director Copfer said she believed that would occur, and they would probably focus on <br />the teen room. Mayor Musial said he is attempting to get the high school art instructor on the <br />committee which will meet with the art consultant. <br />Finance Director Copfer: 1) The W2's have been distributed to employees. These were <br />converted employee 2004 accumulator files off the old system. This was a critical milestone. <br />The W2 form had changed, and the department knew from the beginning of the year the forms <br />could not be printed on the old system as our version was no longer supported for any such <br />changes, including IRS changes. <br />2) The department successfully converted and loaded the employee master information, <br />employee deductions and have all employees attached to a job classification employee or <br />bargaining group and salary tables and/or a specific wage type. Testing of the system began this <br />week by entering information from the January 14 payroll, and it is being done department by <br />department because there are specialized items for various departments. <br />3) She has met with the Mayor and his directors regarding the 2005 budget and has requested <br />that it be presented in the new MUNIS format. They are in the process of complying with that. <br />Her department will enter their budgets next week, and she will begin to compile the revenue <br />projections for 2005. She and the Mayor are committed to making the February 1 S deadline. <br />4) The RITA subpoena program is going on this week, and they are doing a good job of catching <br />people up. <br />President O'Grady: 1) The Committee-of--the-Whole met on January 25. Present were President <br />of Council O'Grady; Council members Gareau, Nashar, Dailey, Kasler, McKay, Limpert and <br />Miller; directors of Law, Finance, Service; NOMBL General Mgr. Tom Terbrack; Mayor <br />Musial. The committee adjourned into executive session to discuss RTA/NOMBL negotiations. <br />The committee returned to regular session and adjourned at b:35 p.m. <br />2) The Ethics Commission held a public organizational meeting on January 25. In attendance <br />were chairwoman Copfer and members Law Director Dubelko, President of Council O'Grady, <br />Council members Gareau and Limpert. Also present were Council members Kasler and Nashar. <br />The order of business for that meeting was the selection of a chairperson. Thomas O'Grady was <br />selected as chairperson for 2005. A follow-up meeting was set for February 8 at 6:30 p.m. to <br />discuss the Ethics Commission organization and operational issues. That meeting will also be <br />open to the public. <br />Councilman McKay, chairperson of the Environmental Control Committee: 1) The committee <br />met on Tuesday, January 25. Present were all Council members, Service Director Driscoll, <br />Wastewater Treatment Plant Superintendent Bob Nichols, and guests. The committee discussed <br />Resolution 2005-10, which is a resolution authorizing the Mayor to enter into aone-year <br />agreement with the City of North Royalton, Ohio, for stabilization and disposal of biosolids <br />generated by the North Olmsted Wastewater Treatment Plant and declaring an emergency. The <br />Ohio EPA has approved the operation of the North Royalton composting facility to treat the <br />biosolids from both North Royalton and North Olmsted. North Olmsted and North Royalton <br />both recommend that the two cities enter into only aone-year agreement for the period of <br />January 1, 2005 to December 31, 2005. The agreement provides for the stabilization and <br />disposal of biosolids from North Olmsted WWTP to the North Royalton sludge composting <br />facility. It also permits North Olmsted to dispose of its biosolids at any other facilities the city <br />believes can do a more cost-efficient service.
