Council Minutes of 2/1/2005 <br />trucks a week to North Royalton and four trucks a week to Ottawa County landfill. There is an <br />increase in cost due to inflation, and the increase went from $26.15 to $28.24 per wet ton. The <br />committee recommended approval. <br />Councilman Nashar made the following statement: "There is nothing more gratifying than being <br />in the winner's circle after a campaign for public office. This year my wife is planning to retire <br />from teaching school, and I will not be seeking re-election for 2006. I have served on City <br />Council for 16 years, which I have enjoyed. During that time, I can count on one hand how <br />many times I've missed a City Council meeting. I will always show my allegiance to those that <br />have helped me serving on City Council. My wife and I will be looking forward to doing some <br />traveling and to visit our grandchildren in the time to come. Thank you." Members of Council <br />thanked Councilman Nashar for his many years of dedicated service. He has been a caring and <br />exceptional Councilman for his ward and the city and will be missed by all. Everyone wished <br />him well, and he was congratulated and recognized by all who were present. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) The <br />committee met on January 25 to discuss Resolution 2005-7, a resolution opposing HB 175. This <br />is a bill to basically standardize building codes throughout the state. The Building <br />Commissioner said he has heard three different versions of this bill. Once he finds out what <br />version is being considered, he will be able to present an opinion. Until that time, the legislation <br />will be held in committee. <br />2) Per request of Mayor Musial, the following reappointments were made: <br />• Councilman Limpert made a motion to reappoint Brian Zergott and John Croak to the <br />Architectural Review Board for the term January 1, 2005 through December 31, 2006. The <br />motion was seconded by Councilman Miller and passed unanimously. <br />• Councilman Limpert made a motion to reappoint Don Frazier, Royden Garland, Barbara <br />Brown, Gerald Yustick, Beverle Martindale and Christine Kilbane to the Cultural Activities <br />Commission for the term of January 1, 2005 through December 31, 2005. The motion was <br />seconded by Councilman Nashar and passed unanimously. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met on Tuesday, January 25, to discuss the issue of smoking in public places. This <br />was a preliminary discussion just to get the issue off the ground at the Council level to decide if <br />Council wanted to take an action and, if so, what that action might be. The issue was brought to <br />Council's attention in part by the action that is on-going in the city of Lakewood and also several <br />residents who have contacted various Council members asking that this topic be discussed. The <br />preliminary positions from Council were quite varied. Discussed was the issue of requiring <br />establishments to have a separately ventilated room for smokers if they are going to allow <br />smoking. It was felt that having a no smoking section doesn't work very well if the air is <br />circulated throughout the building which subjects everyone to second-hand smoke. There was <br />discussion of a state sponsored resolution that would ban smoking in public places. The idea <br />was brought up to amend the building code to require new or major renovations to buildings that <br />have public areas to require the separate ventilation systems. Some people felt it was the owner's <br />decision and should be a marketplace and consumers choice issue. It was suggested that a legal <br />basis be used to determine whether or not the air should be clean and to what standard and to use <br />state or federal clean air standards. The business community had input as Chamber of Commerce <br />representative Jim Burns presented his concern that we do not have a complete ban of smoking <br />5 <br />
