Council Minutes of 2/1/2005 <br />LEGISLATION <br />Ordinance No. 2004-80 introduced by Mayor Musial was given its third reading. An ordinance <br />amending Section 1363.07 of Chapter 1363 of the Real Property Maintenance Code, entitled <br />"Duties and Responsibilities of Owners and Operators" in order to update and upgrade standards <br />relating to the exterior appearance of residential buildings and premises in the City of North <br />Olmsted, and declaring an emergency, as amended. Councilman Gareau made a motion to <br />adopt. The motion was seconded by Councilman Limpert and passed unanimously. Ordinance <br />No. 2004-80 adopted. <br />Ordinance No. 2004-198 introduced by Mayor Musial was given its third reading. An ordinance <br />authorizing the Director of Public Service to request proposals from construction management <br />firms for part-time and full-time construction management services for the new Fire Station No. <br />2 project, further authorizing the Mayor, following approval of the Board of Control, to enter <br />into a contract with the construction management firm selected in the RFP process, and declaring <br />an emergency, as amended. Councilman Limpert made a motion to adopt. The motion was <br />seconded by Councilman Miller and passed unanimously. Ordinance No. 2004-198 adopted. <br />Ordinance No. 2005-1 introduced by Councilwoman Kasler was given its third reading. An <br />ordinance dispensing with the RFP process otherwise required by Sections 111.03 et seq. of the <br />Administrative Code and authorizing the Mayor, subject to approval of the Board of Control, if <br />necessary, to enter into afive-year agreement with the Walter H. Drape Company for the <br />purpose of providing ordinance codification services to the City of North Olmsted. <br />Councilwoman Kasler made a motion to adopt. The motion was seconded by Councilman <br />Nashar and passed unanimously. Ordinance No. 2005-1 adopted. <br />Resolution No. 2005-9 introduced by Councilman Dailey on behalf the entire Council was given <br />its second reading. A resolution authorizing the Mayor to enter into a project labor agreement <br />with the Cleveland Building and Construction Trades Council in connection with the <br />construction of new Fire Station No. 2, and declaring an emergency. Councilwoman Kasler <br />made a motion to suspend the rule requiring three readings and noted the legislation had been <br />heard in committee. The motion was seconded by Councilman Dailey and passed unanimously. <br />Dennis Lambert, 25057 Carey Lane, said he felt this involved the issue of quality construction <br />and the best we can possibly get for our money. He is talking about journeymen and tradesmen <br />and people that have learned their skills and crafts well that are going to perform on the <br />construction of this building rather than untrained people. He appreciates the consideration of <br />this Council in demanding the best for its dollars. Councilwoman Kasler made a cnotian to <br />adopt. The motion was seconded by Councilman Miller and passed unanimously. Resolution <br />No. 2005-9 adopted. <br />Resolution No. 2005-10 introduced by Mayor Musial was given its second reading. A resolution <br />authorizing the Mayor of North Olmsted to enter into aone-year agreement with the City of <br />North Royalton, Ohio, for the stabilization and disposal of biosolids generated by the North <br />Olmsted Wastewater Treatment Plant, and declaring an emergency. <br />C <br />9 <br />
