Council Minutes of 1/18/2005 <br />direction of the current fire station. Property No. 2 is located behind the current fire <br />station. It is an undeveloped wooded area, triangular shaped, and has very narrow <br />frontage. It does abut Wellesly and Pheasant's Walk, and there are fifteen residences <br />along that property. The Fire Dept. felt that it would be a disruptive neighbor to those <br />residences. Property No. 3 consists of four separate properties west of the current fire <br />station, and is actually for sale. Property No. 4 includes multiple properties and is <br />located on the south side of Lorain Road near Christman Drive. This property would <br />require accumulating several properties and several negotiations with different <br />property owners. The committee discussed the GIS analysis and the response time <br />issue and what effect that would have by moving the fire station further west on <br />Lorain Road. The Fire Dept. reported that the average response time in North <br />Olmsted is 3 minutes and 30 seconds. The GIS study narrowed the preferred location <br />to a range of addresses based upon preferred response time. During the discussion, an <br />additional parcel was suggested by Councilman Gazeau. The parcel is undeveloped <br />land at 29992 Lorain Road, Permanent Parcel No. 233-11-004. The lot is 1,288 feet <br />further west on Lorain Road and is 2.25 acres, 171 feet wide, 508 feet deep, and <br />97,801 squaze feet. The parcel seems to fit the pazameters as suggested by the Fire <br />Dept. for site construction. The Fire Dept. felt that this site was perhaps too far west. <br />Councilman Gazeau's calculations indicate it is approximately 25 seconds of <br />increased response time at 35 mph by moving further west down the road. One other <br />issue discussed was that the GIS in dealing with response time did not take into <br />consideration what impact neighboring communities have by their response to <br />emergencies in North Olmsted and specifically what impact the future of regionalized <br />fire service would have. It was the committee's opinion that perhaps the city should <br />be considering response times and siting the fire station in consideration to what other <br />communities provide to North Olmsted. For instance, Olmsted Township can service <br />the south end of North Olmsted along Fitch Road, and Westlake which can service <br />the north end of North Olmsted in the area of Dover Center and Canterbury roads. <br />That issue was brought up, discussed and taken into consideration by the committee. <br />Regazding the additional pazcel that was brought forwazd, it was the committee's <br />feeling that it did have the potential to be more along the lines of what the city was <br />looking for although it was a smaller site. It should at least be given consideration. <br />After discussion, the committee unanimously recommended approval of it. <br />Appraisals will be obtained for two pazcels: Parcel No. 1 that the Fire Dept. had <br />indicated was its optimal choice; the parcel at 29992 Lorain Road, P. P. No. 233-11- <br />004. One of the considerations for the second parcel was that, as undeveloped land <br />with no structures, it could possibly be obtained at lower cost. City Council will <br />review the appraisals before making a recommendation. <br />• Ordinance 2004-80, an ordinance amending Section 1363.07 of Chapter 1363 of the <br />Real Property Maintenance Code entitled "Duties and Responsibilities of Owners and <br />Operators" in order to update and upgrade standards relating to the exterior <br />appeazance of residential buildings and premises in the City of North Olmsted, and <br />declaring an emergency as amended. This issue of property maintenance has been <br />discussed for several years, but more specifically since about the beginning of <br />summer last year. At one point, Council was going to have a formal Council hearing <br />on the issue of real property maintenance. Instead of that, Council chose to proceed <br />6 <br /> <br />
