Council Minutes of 1/18/20(15 <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />Councilman Limpert made a motion to reappoint Joe Lang as Council's representative to <br />the Landmarks Commission for atwo-year term of January 1, 2005 through December <br />31, 2006. The motion was seconded by Councilman Miller and passed unanimously. <br />Mr. Lang was reappointed to the Landmarks Commission. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on January 11, and the following items were discussed: <br />• A C1, C2 liquor transfer from Pinzone Armbruster, 25199 Lorain Road, to True <br />North Energy, DBA True North 343, 25199 Lorain Road. This is a Shell service <br />station at Great Northern Blvd. and Lorain Road. The Police Dept. had no <br />objections, and the committee recommended 2-1 to not object to the transfer of this <br />license. Councilman Miller made a matian that Council not object to the transfer. <br />The motion was seconded by Councilman Gareau. Roll call: Miller, no; Gareau, <br />yes; Dailey, yes; McKay, no; Limpert, yes; Nashar, yes. The motion passed with <br />four yes votes and two no votes. <br />• Ordinance 2004-198, an ordinance authorizing the Director of Public Service to <br />request proposals from construction management firms for part-time and full-time <br />construction management services for the new Fire Station No. 2 project; further, <br />authorizing the Mayor, following approval of the Board of Contras, to enter into a <br />contract with the construction management firm selected in the RFP process. The <br />committee discussed both full-time and part-time benefits, general contractor vs. <br />project manager, cost benefits, on-the-site-location benefits, and various variables. <br />There was a very good presentation from the City Engineer and Service Director, and <br />contributions as well from the Safety Director. After discussion, the committee <br />agreed to recommend to amend Ordinance 2004-198 to allow for apart-time project <br />manager with a general contractor or a full-time project manager. Those changes are <br />reflected in the amended ordinance being read this evening and were unanimously <br />recommended by the committee. Councilman Miller made a motion to amend <br />Ordinance 2004-198 as presented under second reading this evening. The motion <br />was seconded by Councilman Gareau and passed unanimously. Ordinance 2004-198 <br />amended. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on Tuesday, January 11, 2005. Present were committee members, <br />Planning Director, Law Director, Fire Chief, and Assistant Fire Chief. Three items were <br />on the agenda: <br />• Planning Commission referral for a site location for Fire Station No. 2. Four sites <br />were evaluated for potential location of the new fire station. The Fire Dept. felt that <br />response time was a most important consideration for the siting of the station. A GIS <br />study (geographic information systems software model) was created in the year 2000. <br />Using that model and based upon response time, a preferred site was determined. <br />This site (Property No. 1) is in the general location of 29590 Lorain Road and is <br />approximately 2,926 feet deep, 187 feet wide and about seven acres. The Planning <br />Commission took a broader approach and evaluated all four sites. Their <br />recommendation was that a location would be acceptable within ahalf--mile either <br />5 <br />
