Council Minutes of 1/4/2005 <br />come down Sharon Drive. He encourages the Mayor to put a task force together to <br />take a look at procedures so residents are not short-changed in the future. <br />Jim Burns, 3978 Dover Center Road. <br />• At the last Council meeting, he commented that back in 1995 he was able to get sales <br />tax information for North Olmsted by zip code. After talking with Mayor, he <br />attempted to do the same thing currently but the State of Ohio was unable to provide <br />that kind of figure. He does believe the figure of $15 million supplied through North <br />Olmsted compared to $155 million collected in the county for transit tax is low. He <br />inquired of Finance Director Copfer as to NOMBL's budget. Mrs. Copfer answered it <br />was $4.5 million and Maple Hts. is smaller but she does not know the exact figure. <br />Mr. Burns said he recently had an opportunity to speak to a RTA trustee. The trustee <br />made two comments he fmds totally unreasonable. The trustees aze being told by <br />RTA management that the payroll at NOMBL is bail©ooing. The way the contract is <br />reimbursed on such things as platform hours and miles and operations, basically it is a <br />break-even contract. If payroll is ballooning, we are absorbing it, not RTA. The <br />trustees have also been told that RTA can save $5 million by absorbing the two lines. <br />That is more than half of the budgets of the two lines put together. The only way to <br />save that much money is by cutting back on service-eliminating lines. If we are <br />merging with RTA and they are saving that much money, our service is going to be <br />drastically reduced. <br />LEGISLATION <br />Ordinance No. 2004-181 introduced by Councilwoman Kasler was given its third <br />reading. An ordinance dispensing with the RFP process otherwise required by Sections <br />111.03 et seq. of the Administrative Code and authorizing the Mayor, subject to approval <br />of the Board of Control, if necessary, to enter into an agreement with Costin + Company <br />in order to provide assistance in GAAP conversion and preparation of the city's CAFR <br />for the year 2004, as amended. Councilwoman Kasler moved for adoption. The motion <br />was seconded by Councilman Limpert and passed unanimously. Ordinance No. 2004- <br />181 adopted. <br />Ordinance No. 2004-188 introduced by Councilwoman Kasler on behalf of Mayor Musial <br />and the entire Council was given its third reading. An ordinance establishing and fixing <br />the compensation for the Mayor of the City of North Olmsted for the term of office <br />commencing January 1, 2006 and ending December 31, 2009 and declaring an <br />emergency. Councilwoman Kasler moved for adoption. The motion was seconded by <br />Councilman Limpert and passel unanimously. Ordinance No. 2004-188 adopted. <br />Ordinance No. 2004-189 introduced by Councilwoman Kesler on behalf of Mayor Musial <br />and the entire Council was given its third reading. An ordinance establishing and fixing <br />the compensation for the Director of Law of the City of North Olmsted for the term of <br />office commencing Januazy 1, 2006 and ending December 31, 2009 and declaring an <br />emergency. Councilwoman Kesler moved for adoption. The motion was seconded by <br />Councilman Limpert and passed unanimously. Ordinance No. 2004-189 adopted. <br />10 <br />
