Does not agree with allegation that his <br />public records request for machine readable data is not part of the normal routine of <br />the Finance office. <br />• Wants to know about administrative charges for NOMBL, which are about $270,000. <br />If RTA feels they aren't getting value out of that, he can see why they would want to <br />cancel the contract for the bus line. What is included in the charge and is RTA <br />getting full value for it? <br />Finance Director Copfer answered that the RTA contract states the administrative fee is <br />6% of the costs. This was determined long ago, and a study was done. It has stood the <br />test of time. The fee covers payroll services, all accounting services, personnel, hiring, <br />union grievance hearings, the Service Department, the Law Department-various <br />administrative services. The costs are being looked at in conjunction with the Mayor's <br />negotiations as to what would be a fair amount. Maple Hts. has had 7% of their expenses <br />for quite a few years. <br />Dennis Lambert 25057 Carey Lane <br />• Does not believe the NOMBL administrative cost is too high in comparison to what <br />RTA is spending to run the bus operation. <br />• Wants to point out we are in negotiations for a three month NOMBL extension. He is <br />concerned over an evacuation plan of our business districts under homeland security. <br />We could face a major disaster, and he suggests the Mayor and Law Director contact <br />people in homeland security through Congressman Kucinich's office. He believes <br />NOMBL would be a very integral part of an evacuation plan. We cannot afford to <br />lose control of the bus system since the general welfare of the public is now resting <br />upon a good evacuation plan for these major areas. <br />• Regarding snow removal, suggested one pass on residential streets between 10 p.m. <br />and 7 a.m. would not have been unreasonable. <br />• Regarding project labor agreements, he agreed with Councilwoman Kasler when she <br />proposed it in the past. He is not a proponent of union or organized labor, but he is a <br />proponent to quality construction for the price you pay. <br />Maureen Diver, 24711 Mitchell Drive. <br />• Expressed concern about the snow removal on residential streets. Believes one pass <br />on the residential streets would have been helpful. <br />• She is a neighbor of Parcel E. With the snow melting, there has been a lot of water <br />on Parcel E up against her property line. The city is lucky to have Engineers Cathy <br />Becker and Gary Durbin, and they are to be commended on the help they are giving. <br />There is a problem with water collecting on that property, and Cathy sent out the <br />inspector today who found that the drains are not hooked up.
