Council Minutes of 12/5/2006 <br />Rental Units in order to provide for the licensing of one, two and three family rental units <br />;; in the City of North Olmsted and to establish a new licensing fee. Amendments to the <br />legislation will be prepared for the next Council meeting, and a report on the legislation <br />will be made at that time. (Law Director Dubelko •suggested Councilman Gareau make a <br />motion to relieve the legislation from committee so it could be read on second reading <br />this evening.) Councilman Gareau made a motion to relieve Ordinance 2005-197 from <br />committee. The motion was seconded by Councilman Barker. Roll call: Gareau, yes; <br />Barker, yes; Jones, yes; Miller, yes; Orlowski, yes; Ryan, no; Tallon, yes. The motion <br />passed with six yes votes and one no vote. <br />Councilman Tallon, chairperson of the Finance Committee: 1) The committee met on <br />Wednesday, November 29. In attendance were committee members Tallon, Miller and <br />Ryan; Council Members Gareau, Orlowski, Barker, and Dailey Jones; Finance Director <br />Copfer, Law Director Dubelko, Assistant Law Director Heyward, Service Director <br />Limpert, Human Resources Director Farver, Safety Director Terbrack, Community Life <br />Services Director Dailey, Division of Youth Services Administrator Allegra and guests. <br />Agenda items were as follows: <br />• Ordinance 2006-187, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the city of North Olmsted for the year ending <br />December 31, 2006. Finance Director Copfer presented the transfers (and <br />amendments), and the committee agreed with all, except Land Acquisition Fund- <br />540, acapital outlay of $13,310 for a contingency fund on the front entrance <br />project. More information was requested from the Service Director at a special <br />meeting of the Finance Committee on Tuesday, December 5, 2006 at 7:15 P.M. <br />The committee unanimously voted to keep the legislation in committee until the <br />committee meeting of December 5. <br />• Ordinance 2006-188, an ordinance to make appropriations for current expenses <br />and other expenditures for the city of North Olmsted for the year ending <br />December 31, 2007. (temporary appropriations ordinance) In order to maintain <br />the business of the city prior to the passing of the appropriations for the year <br />2007, a temporary appropriations ordinance must be passed before the end of the <br />year. In general, this ordinance covers the first quarter of 2007. It is a basic <br />appropriation that covers the daily operations of the city and any payments which <br />we are compelled to make in that time period. Finance Director Copfer explained <br />how the ordinance was devised by taking one third of last year's total <br />appropriations. After review of the ordinance, the committee unanimously <br />recommended approval of the ordinance and passage under suspension of the rule. <br />• Ordinance 2006-192, an ordinance establishing and fixing compensation for <br />Council-at-Large members for the term of office commencing January 1, 2008- <br />December 31, 2011, and declaring an emergency. After thorough discussion, it <br />was recommended by Committee to amend the ordinance as follows: <br />January 1, 2008 through December 31, 2008 a salary of $12,252; January 1, 2009 <br />through December 31, 2009 a salary of $12,742; January 1, 2010 through <br />December 31, 2010 a salary of $13,029; January 1, 2011 through December 31, <br />2011 a salary of $13,322. The committee voted 2-1 to recommend passage of the <br />5 <br />
