Council Minutes of 12/5/2006 <br />legislation with the suggested amendments. Councilman Talton made a motion to <br />amend Ordinance 2006-192 as reported above and to place on second reading. <br />The motion was seconded by Councilman Miller and passed unanimously. <br />• Ordinance 2006-193, an ordinance amending the range for the various <br />administrative and legislative personnel to increase the salary range for the <br />network administrator and to otherwise restate the compensation rate ranges for <br />said various administrative and legislative personnel for the years 2006 and 2007 <br />and declaring an emergency. Director Farver made a presentation of the reasons <br />for this request. After a lengthy discussion, the Committee requested more <br />information from Director Farver. The committee unanimously voted to hold the <br />legislation in committee until the next regular Finance Committee meeting. <br />2) The committee met on Tuesday, December 5, and unanimously recommended passage <br />of Ordinance 2006-187 as amended and under suspension of the rule. Councilman Talton <br />moved to amend Ordinance 2006-187 as discussed in the two committee meetings. The <br />motion was seconded by Councilman Ryan and passed unanimously. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on November 29. In attendance were committee members Barker, <br />Talton and Orlowski; Council members Jones, Miller and Gareau; Law Director <br />Dubelko, Safety Director Terbrack, Finance Director Copfer, Service Director Limpert, <br />and Administrator Allegra of the Youth Services Division; guests. Agenda items: <br />• Ordinance No. 2006-195, an ordinance amending Ordinance No. 98-140, as <br />previously amended by Ordinance Nos. 2000-29 and 2002-183, so as to increase <br />the program fee for participants in the city's community diversion program, in <br />order to address increases in program expenditures. Ms. Allegra presented <br />information regarding the program fee costs of several communities and how our <br />rates compared to other communities' rates. The last fee increase was in 2002. <br />The committee agreed that the increase was necessary and appropriate. The <br />committee voted unanimously to recommend approval by Council. <br />• Liquor transfer Permit No. 0952682 was addressed. This is a transfer of the <br />permit from North Olmsted Oil Co. to Bright Oil Co., at the same address, 27645 <br />Lorain Road. The Police Dept. had no objection to the transfer. The committee <br />unanimously voted to recommend no objection to Council. Councilman <br />Orlowski moved that Council have no objection to the liquor permit transfer No. <br />0952682. The motion was seconded by Councilman Barker and passed <br />unanimously. <br />• Resolution 2006-191, a resolution authorizing the Director of Public Safety to <br />purchase six (6) new Crown Victoria Interceptor cruisers and related Police <br />equipment for the North Olmsted Police Dept. through the State purchase <br />program; further authorizing the Mayor to execute all necessary documents in <br />connection with said purchase, and declaring an emergency. The Safety Director <br />spoke on this purchase. The cost for the six (6) vehicles is $153,000, which is <br />$25,500 per vehicle. Two existing vehicles will be kept for the city car pool, one <br />vehicle was totaled in a wreck and the remaining three vehicles will be disposed <br /> <br />6 <br />
