Council Minutes of 12/5/200b <br />of. Payment for the vehicles will be made from the Hotel/Motel Fund. The <br />committee unanimously voted for recommendation of this resolution to Council. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The committee met on Tuesday, November 28. Present were committee members <br />Barker, Ryan and Jones; Council Members Orlowski and Tallon; Mayor O'Grady, Law <br />Director Dubelko, Service Director Limpert, Planning Director Wenger and Community <br />Life Services Director Dailey. The committee met regarding Ordinance 2006-194, an <br />ordinance amending Section 141.09 of the Administrative Code entitled "Administrative <br />Motor Vehicle Pool" in order to increase the number of motor vehicles in the <br />administrative motor vehicle pool from three to four. The Mayor and Service Director <br />told the committee that the additional car would be for the Community Life Services <br />Director who has a number of new duties added to his job description. The Service <br />Director would like to assign a car that has recently been added to the general motor <br />vehicle pool, a 1999 Crown Victoria, to the Community Life Services Director. The <br />general motor vehicle pool is currently used by the Building Dept. The administration <br />said that, because of the recent reorganization of duties, they have identified a need for a <br />car to be assigned to the Community Life Services Director because there are not always <br />cars available in the general motor pool when that director might need one, or he might <br />need a car after hours. Council asked questions such as does the city reimburse for <br />mileage? The city does not reimburse for mileage. The city does not record the mileage <br />on the cars, but the gas going into each car is recorded. After a brief break, the <br />committee met again and continued with questions such as how many cars are in the <br />pool? In the general pool, there are ten cars. It was asked of the Community Life <br />Services Director how many times a week he visits the different sites, and the Director <br />provided that information in a memo to Council the next day, which reads in part: "As <br />Director of Community Life Services, I have the responsibility of the Senior Center, <br />Recreation Center and parks and Springvale Golf Course and Ballroom. In a typical <br />week, I make it a point to visit each location at least twice. When weather permits, I will <br />also make visits to our parks to make sure that work that is said to be in progress is <br />actually worked on. In addition, I have meetings with outside organizations that assist in <br />delivering services to the residents of North Olmsted. These could be church groups or <br />community organizations. Year to date, I have personally put on around 1,100 miles on <br />my vehicle in the execution of city business. Having a fleet vehicle at our disposal will <br />eliminate the practice of using personal vehicles for this purpose." Additional questions <br />were asked about mileage usage and fleet reports. A motion was made to recommend <br />passage of Ordinance 2006-194, but for lack of a second, it is being held in committee. <br />Mayor O'Grady asked to make a friendly amendment to the report. The city does <br />reimburse for mileage, but we do not reimburse for mileage within the City of North <br />Olmsted. Secondly, we do track mileage in all vehicles. When we are filling up the <br />automobile at the gas pump, the operator enters the mileage used since the last fill up. <br />Councilman Miller, chairperson of the Environmental Control Committee: 1) The <br />committee met on Wednesday, November 29, to discuss Resolution 2006-190 and <br />Ordinance 2006-179. <br />7 <br />
