Council Minutes of 12/5/2006 <br />anything by being a member. We lose something by not being amember-the ability to <br />coordinate our efforts quickly and closely with our neighbors. <br />Terry Groden, 25211 Chase Drive. In the past, he has stood before Council and <br />expressed real concerns about flooding and water that residents of Deerfield Park have <br />taken. Tonight he wanted to echo same of Mr. Barker's comments and say thank you <br />when something goes right. <br />LEGISLATION <br />Resolution No. 2006-183 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to negotiate and enter into <br />an agreement with the Westshore Council of Governments ("WCOG") and the cities of <br />Bay Village, Fairview Park, Rocky River and Westlake, providing for participation by <br />the City of North Olmsted in the Central Fire Dispatch Center operated by WCOG at St. <br />John West Shore Hospital, and declaring an emergency. Councilman Talton moved to <br />table Resolution 2006-183, and the motion was seconded by Councilman Miller. Roll <br />call: Tallon, yes; Miller, yes; Barker, yes, with comment. For him to seriously consider <br />Central Dispatch, he would want to see a signed document by all cities involved in the <br />CDC stating that automatic aid is in effect immediately. Within six months, have a <br />written agreement to start purchasing fire and EMS equipment jointly through the cities <br />involved with CDC. If North Olmsted central dispatch should have layoffs, then those <br />dispatchers should have first priority at CDC for employment. Our response time has <br />been reported to be four to five minutes, and CDC was stated to be five to six minutes. <br />When it comes down to saving lives, he will take our central dispatch fire and EMS <br />response times. The cost of joining CDC is $200,000 this year and was approximately <br />$167,000 last year, which is an increase of 19.8%. What will be the increase after our <br />free year? This is and will be an additional cost above and beyond our expenses for the <br />North Olmsted Central Dispatch, not a savings. Also, he can't remember the last time <br />government got involved in a program and then voted to opt out of that service after <br />trying it out. He should not have to tell his residents that he, as their Councilman, cannot <br />repair their streets or fix their sewer problems because we are spending an additional <br />$200,000 for something we already have. Finally, being an elected official of North <br />Olmsted, he was unhappy to find out about the free offer concerning CDC on the <br />Internet. He should have heard about this from the Mayor before the Mayor started <br />putting his side of the information out to get public support. He can't speak for his <br />colleagues, but that offended him. His vote is yes for tabling. Roll call continued: <br />Orlowski, yes; Ryan, no; Jones, yes, with comment. Regionalism for fire and EMS is <br />something to strive for. However, the current plan to join the Central Dispatch Center <br />lacks the details she feels are necessary to truly support this idea for our city at this time. <br />Automatic aid and shared purchasing agreements are details she would like to see before <br />committing our city to a program for an additional cost to our residents. She prefers to <br />base her decisions not on what we can do in the short term for free, but on what the <br />ultimate economic impact will be for our city in the future. She does not yet have a <br />handle on what that impact would be, therefore, she is in favor of tabling this legislation. <br />Roll call continued: Gareau, yes, with comment to clarify for the public what his vote is <br />9 <br />
