Council Minutes of 12/5/2006 <br />and what it's not. First, this vote is not a vote on the merits of the work that our <br />dispatchers do. He thinks and trusts that they do a good job, and they can be proud of <br />their work. He has no reason to disbelieve that. It's also not a vote that has anything to <br />do with the work of the CDC dispatchers. He's certain they take as much pride in the <br />work they do as our own dispatchers do here in N. Olmsted, and he has not and will not <br />discredit the work that they do. It's not a statement on the union. It's been suggested that <br />this is a union and anon-union issue or it's about the unions and the unions have <br />somehow had a control on what's happening here. It's never been a factor in his <br />consideration. It's not an issue in his mind about response times. It's been said proudly <br />by our fire service that we have some of the best response times in the county and <br />possibly in the State. He has a hard time believing we could do better than almost the <br />best. That's pretty good service. Sorne have said it is perhaps Council versus the Mayor. <br />He does not necessarily subscribe to that. For him, it's not a Council versus Mayor idea <br />or problem or issue or discussion. The Mayor has done a pretty good job of advocating <br />what he believes in. Clearly, the Mayor is very passionate, and he thinks there's honor to <br />be found in passion. However, he expects the Mayor to do his job, and he is sure the <br />Mayor expects him to do his job. His vote tonight is simply him doing his job after <br />having weighed the facts. What it is about ultimately is the question of dollars. There are <br />years when the budget was finished, and we had less than $20 left over. And this is a <br />$200,000 proposition. It is a significant amount of money. Not this year-he <br />understands that. But once you're in, it's hard to get out. He does not believe you join <br />things partially. You're either in or you're not. The cost is potentially $200,000 a year to <br />handle roughly 10% of our dispatch load. It merits noting that, while we maybe possibly <br />receiving twice the coverage at one-third the cost, the coverage we're receiving twice of <br />is only 10% of what we actually receive at our dispatch center. It's not necessarily twice <br />the coverage at one-third the cost, it's twice the coverage for that 10% at one-third the <br />cost, which is a significant figure. For hirn, it's strictly as issue about dollars. There may <br />come a point in time in the future where perhaps the other benefits can be put forward <br />where we can do a cost benefit analysis and we can say all the tangible benefits that are <br />available justify the increase in expense. It just isn't there right now. He will reserve his <br />judgment for someday in the future if those facts ever come out. His vote is yes to table. <br />Councilman Ryan inquired of President Kennedy if the vote count was 6-1. President <br />Kennedy said yes. Councilman Ryan said he had voted no because he wanted to say <br />very clearly at this point in time he is totally against this. But he thinks his colleagues <br />have spent so much time and effort and shown so much insight on this matter, he would <br />like to change his vote to go along with the rest of Council. He changed his vote from no <br />to yes. The motion to table Resolution 2006-183 passed unanimously. Resolution No. <br />2006-183 tabled. <br />Ordinance No. 2006-184 introduced by Mayor O'Grady on behalf of himself and <br />Councilman Barker was given its third reading. An ordinance amending the Traffic <br />Control File of the City of North Olmsted to provide for prohibiting the standing or <br />parking of motor vehicles at any time and at any location on either side of Clague Road <br />from Lorain Road to Brookpark Road, and declaring an emergency. Councilman Barker <br />moved for adoption. The motion was seconded by Councilrrian Ryan and passed <br />unanimously. Ordinance No. 2006-184 adopted. <br />10 <br /> <br />
