Council Minutes of 11/21/2006 <br />Mayor O'Grady commented he felt there were distortions presented at the committee <br />meeting. The facts presented are that every city that joined the CDC has a reduction in <br />response time. Close coordination with other cities as we dispatch vehicles saves lives. It <br />will be penny wise and pound foolish to say no to this, especially since we will have <br />additional dispatchers, increased reaction speed, greater safety at no cost to our citizens <br />for the year 2007. <br />Charles Dial, 27959 Gardenia, said he would like to thoroughly endorse and second Mr. <br />Groden's remarks which were very articulate and thinks many people in the community <br />agree with him. On another issue--the woeful state of the manning of the Information <br />Technology Department-he has pointed out many times that aone-man shop just <br />doesn't cut it. As a life-long information systems professional, he said there is no way <br />the needs of this city can be met by one person. The help desk requirements alone are <br />probably afull-time job for one or two people right there. That does not include network <br />administration, website administration, etc. The information infrastructure is critical. <br />LEGISLATION <br />Resolution No. 2006-181 introduced by Mayor O'Grady on behalf of himself and <br />Councilman Barker was given its second reading. A resolution authorizing the Director <br />of Community Life Services to advertise for bids for the construction and furnishing of <br />new ADA restrooms, playground equipment and paths and other site improvements at the <br />North Olmsted Park as detailed in the plans and specifications on file, further authorizing <br />the Mayor, after award by the Board of Control, to enter into a contract or contracts with <br />the lowest and best bidder(s), and declaring an emergency. Councilman Barker moved <br />for suspension of the rule requiring three readings and noted it had been reviewed by <br />committee. The motion was seconded by Council Member Dailey Jones and passed <br />unanimously. Councilman Barker moved for adoption. A <br />resolution authorizing the Mayor of the City of North Olmsted to negotiate and enter into <br />an agreement with the Westshore Council of Governments ("WCOG") and the cities of <br />Bay Village, Fairview Park, Rocky River and Westlake, providing for participation by <br />the City of North Olmsted in the Central Fire Dispatch Center operated by WCOG at St. <br />John West Shore Hospital, and declaring an emergency. <br />Ordinance No. 2006-184 introduced by Mayor O'Grady on behalf of himself and <br />Councilman Barker was given its second reading. An ordinance amending the Traffic <br />Control File of the City of North Olmsted to provide for prohibiting the standing or <br />parking of motor vehicles at any time and at any location on either side of Clague Road <br />from Lorain Road to Brookpark Road, and declaring an emergency. <br />Ordinance No. 2006-185 introduced by Mayor O'Grady was given its second reading. <br />An ordinance authorizing the Director of Public Service to donate Bus No. 204 (1976 <br />11 <br />
