Council Minutes of 11/21/2006 <br />certain emissions from the paint spray bay facility. It was originally scheduled to be <br />tested at this time one year after application of the original permit. There is some <br />question as to whether the one year is up in November or January. The applicant, <br />through his counsel Mr. Kolick and Law Director Dubelko, worked out the possibility of <br />extending the timeframe an additional period until June and July of 2007. This was based <br />upon a recommendation from the city's environmental expert who felt that the climate <br />conditions were better suited far testing in June rather than in November. Discussion <br />focused upon whether or not the proper testing criteria were being used. All other things <br />being equal, was the original test that was conducted which showed there would be no <br />emissions problem a legitimate test from the standpoint of were the proper particulates or <br />emissions being tested for? The applicant did not have an answer to the questions. <br />Perhaps the question is better presented to our experts. We do have the expert report <br />from Suburban Collision Center when they originally applied for a conditional use <br />permit. That report will be forwarded to our expert for analysis to determined if perhaps <br />additional testing should take place when Suburban Collision Center actually fulfills its <br />obligation under the conditional use permit and performs a test to determine if there axe <br />emissions coming from the facility. We have had an ongoing issue with respect to paint <br />odor from the facility throughout the neighborhood, and this is an attempt to take one <br />more step to address that issue. The committee, with the consent of the applicant, agreed <br />to hold the matter in committee and to bring it up for discussion at a later date. In the <br />meantime, we will follow through with the submittal of their test to our expert for our <br />expert's recommendations. The committee would expect to hear back from Suburban <br />Collision Center sometime in mid-January as to the status of its attempt to abate the <br />nuisance problem on its site. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) The Recreation, Public Parks and Buildings Committee met on Tuesday, November <br />14. Present were committee members Barker, Gareau and Jones; Fresident Kennedy and <br />Council members Orlowski, Miller and Talton; Law Director Dubelko, Safety Director <br />Terbrack, Community Life Services Director Dailey, Plaxming Director Wenger, <br />Recreation Commissioner DiSalvo, Ken Emling from Bowen and Associates, Chris <br />Meyer from Meyer Design and other members of the administration, invited guests for <br />other committee meetings and residents. The committee discussed Resolution 2006-181, <br />a resolution authorizing the Director of Community Life Services to advertise for bids for <br />the construction and furnishing of new ADA restrooms, playground equipment and paths <br />and other site improvements at the North Olmsted Park as detailed in the plans and <br />specifications on file, further authorizing the Mayor, after award by the Board of Control, <br />to enter into a contract or contracts with the lowest and best bidder(s), and declaring are <br />emergency. North Olmsted received $112,000.00 in Community Development Block <br />Grant funds for ADA improvements to North Olmsted Park. The improvements will be <br />two new family friendly ADA compliant restrooms and a ADA playground with ADA <br />equipment for age's 2-5 years, connecting paths and site improvements. Mr. Ken Emling <br />from Richard L. Bowen and Associates explained the family friendly restroorns. They <br />will be added to the rear or north side of the Senior Center and will only be accessible <br />from the outside. The brick and roof will match the existing building. The restrooms will <br />each have a changing table, toilet, sink, hand sanitizes station and electric hand dryer for <br />6 <br />
