Council Minutes of 11/21/2006 <br />through our City Engineer to complete the street assessment. He will provide a copy of <br />the list to City Council. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on November 14, 2006. Agenda items included: <br />• McCormick Place (23250 Lorain Road), a referral from the Planning & Design <br />Commission. The site is located on the north side of Lorain Road east of Claque <br />Road. This proposal consists of re-facing the existing McCormick Place retail <br />plaza, which includes Levin Furniture and Sears Hardware. Levin Furniture has <br />expanded into the former video store on the west end of the plaza to include an <br />additional offering, a mattress center. The applicant proposes to change the color <br />scheme of the plaza to a different color palette. At the City's recommendation, <br />they propose to use a masonry stain rather than paint. The ground sign will also <br />be painted to match the new colors. The landscape plan, which has been <br />provided, shows what was originally approved. Notations show where plantings <br />are missing and will be replaced to bring it into compliance. The Planning and <br />Design Commission requested the applicant to restore the fence in the rear. Three <br />sign variances were obtained for the new mattress component sgnage. Following <br />discussion, the committee unanimously recommended approval of the <br />McCormick Place proposal subject to the recommendations of the boards and <br />commissions. Councilman Gareau made a motion to approve McCormick Place, <br />23250 Lorain Road, subject to the recommendations of the various boards and <br />commissions, and the motion was seconded by Councilman Miller. Roll call: <br />Gareau, yes; Miller, yes; Talton, yes; Orlowski, yes; Jones, yes; Ryan, yes; <br />Barker, yes with the comment he was happy to .see improvement in Ward II. The <br />motion passed unanimously. <br />• Ordinance 2006-122, an ordinance amending Section 1139.01 of the Zoning Code <br />in order to eliminate the locational and density requirements for pet stores and <br />animal hospitals in General Retail Business Districts. This issue has been <br />discussed on at least two occasions. The legislation is an attempt by Planning <br />Dept., Law Dept. and the BZD Committee to establish certain criteria for indoor <br />pet care facilities, which seems to be a new trend occurring across the country. <br />Currently, this would be prohibited in North Olmsted because of a 700 foot <br />locational requirement that would prohibit them within 700 feet of a residential <br />structure. Also, it would not be permitted in a retail district. Mr. Tom Lee of <br />Taft, Stettinius & Hollister posed several questions. In order to give him an <br />opportunity to review the ordinance which he received that night, the committee <br />unanimously voted to hold the legislation in committee. <br />• Due to the lateness of the hour, the committee did not discuss Suburban Collision <br />Center which was originally on the agenda. A rescheduled meeting was set for <br />November 21 at 6:45 p.m. <br />2) The committee met this evening at 6:45 p.m. to discuss Suburban Collision Center. <br />Committee members were present.
